Legalized Games of Chance Control Commission The Legalized Games of Chance Control Commission met on March 12, 2008, at 10:30 a.m., at the Office of the Division of Consumer Affairs, located at 124 Halsey Street, 7th Floor, Essex Room, Newark, New Jersey. Present for the meeting were Commissioners Marilou Halvorsen, Edward Barrett, and Christine Vanek, Frank Ragazzo, and Timothy E Ryan (present via teleconference.) Also present were Deputy Attorney General Nancy Costello Miller; LGCCC Supervisor to the Investigative Unit Scott Jenkins; LGCCC Investigators William Carter, Martin Silva, and Joseph Chessere, and supporting staff Farah Rodriguez and Mary Grant. The meeting was opened at 10:30 a.m. by Chairperson Marilou Halvorsen, pursuant to provisions of the Open Public Meetings Act. N.J.S.A. 10:4-1 et seq. Adequate notice of the Legalized Games Public meeting was provided by mailing on March 5, 2008 in accordance with Chapter 231 P.L. 1975, more commonly referred to as the Sunshine Law. A list of all regularly scheduled Commission meetings to be held during 2008 was provided to the Office of the Secretary of State, Star Ledger, Trenton Times, the Director of the Division of Consumer Affairs, and posted in the State Building at 124 Halsey Street, Newark, New Jersey as well as being posted on LGCCC website: www.state.nj.us/lps/ca/lgccc.htm. 1. Reading and Approval of the Agenda The Commission reviewed and approved the amended agenda. MOTION: Barrett SECOND: Vanek APPROVED: Unanimous 2. Minutes of the Public Session meeting January 9, 2007 The Commission reviewed and approved the amended minutes. MOTION: Vanek SECOND: Ragazzo APPROVED: Unanimous 3. Public Comment No public comment. 4. Statistics report and comparison figures from LGCCC to DCA for the months of December 2007, and January 2008. The Commission approved the statistics report and comparison figures for the months of December 2007, and January 2008. MOTION: Barrett SECOND: Vanek APPROVED: Unanimous 5. List of organizations approved or denied requests for registration for the months of January and February 2008. Commissioner Vanek recused herself on the Catholic Charities of Archodiocese of Newark. The Commission approved the rest of the items on the approved and denied list for registration applications for January and February 2008. The Commission would like to determine who holds the IRT license and who is running the bingo. 11) RMLG-08-02 Resident Club Co-op IV Crestwood Vig Inc Request to use bingo proceeds to extend their parking lot. The Commission determined to table this item for further information. The Commission would like to request two more estimates and also determine the percentage of time that the club member use this location. 12) RMLG-08-03 Sentimental Cruisers Car Club of Ocean County Reg # 14691 The Commission determined to table this item for further information. Farah Rodriguez has requested further information on the club’s purpose and history. The Commission is waiting for the response before making its determination. 13) Request to reconsider fees for electronic handheld bingo devices. The Commission would like a response letter to be sent to each of the above organizations advising that the Commission is looking into the matter. 14) Correspondence A) Borough of Collingswood: Voters have approved raffles to be conducted in Collingswood. FYI B) American Legion Post #304 Manville has informed Legalized Games of Chance Control Commission that there are changes to their committee. FYI C) St John Vianney Church is closing it’s Friday night bingo (BL-5491). FYI
D) Monmouth University The Commission determined to table this item for further information. The Commission would like to find out how difficult it would be for the University of open its own sub account for bingos and raffles. E) Raritan Bay Power Squadron: unable to contact winner. The Commission has determined that since the organization has been unsuccessful to locate the winner after one year, that the organization may put the funds into the raffle account and use the fund for charity purposes. FYI 16) Old Business None 17) New Business FYI Rule Adoptions, Effective January 22, 2008 FYI Cancelled Disciplinary Committee Meeting The Commission heard from Kevin Graham from Tumbling Dice. Mr. Graham explained his interpretation of the regulations regarding volunteers at casino nights. He said that he was under the impression that as long as the volunteers had training (he provides 3 hours of training for each of the volunteers,) that they would be able to run a table. He said that it benefits the organizations as they do not need to hire as many dealers and organization members can see a "friendly" face behind the table. Mr. Graham was informed that as the Commission’s regulations provide that a volunteer may assist a licensed dealer, but not deal or pay out. Volunteers are not regulated and background checks are not run on them, and the prizes can run up to $100,000.00. Rules will be posted on the website. MOTION: Barrett SECOND: Ragazzo APPROVED: Unanimous The Commission moved to adjourn the meeting.
