UNAUTHORIZED PETITIONING
POLICY STATEMENT: It is the policy of the Department of Military and Veterans Affairs, Division of Veterans Healthcare Services, to set forth protocols designed to prevent the unauthorized petitioning of goods or services on State property. PURPOSE: To prevent the petitioning of goods or services at each of the New Jersey Veterans Memorial Homes, or on State property, which is not approved by the Chief Executive Officer. DEFINITION: PETITIONING - includes, but is not limited to, the act of requesting money, goods, services, or favors. EXAMPLES: Offering for sale or trade cosmetics, jewelry, clothing, food products, etc., without proper authorization. Solicitation of money or gifts for the facility, the veteran home residents, or employees of the facility, without proper authorization. Vending, soliciting, or collecting a contribution on State property, without proper authorization. Distribution of written or printed matter on the premises without authorization. Religious proselytizing of residents or employees. Petitioning “employees only” for employee retirements, resignations, illnesses, weddings, non-profit organizations, etc… may be permitted with proper authorization of the appointing authority or designee. RESPONSIBILITIES: It shall be the responsibility of all employees to report to the appointing authority, or designee, any actual or alleged petitioning or distribution of literature for purposes of solicitation by another employee or non-employee of the facility. Should the petitioner be an employee the appointing authority, or designee, shall conduct an investigation and appropriate administrative action shall be initiated upon substantiation.
