MEDICAL CARE FOR NON-VETERAN HOME RESIDENTS

POLICY STATEMENT:

The Division of Veterans Healthcare Services requires that each of the New Jersey Veterans Memorial Homes Medical Services Programs define the conditions whereby persons, other than veteran home residents, may receive medical attention or care at one of the New Jersey Veterans Memorial Homes.

PURPOSE:

This policy and procedure shall serve to provide a description of the types of circumstances whereby persons other than residents may receive medical care at the New Jersey Veterans Memorial Homes.

DEFINITION:

The State Department of Military and Veterans Affairs, Division of Veterans Healthcare Services
Administrative Order 4:07, paragraph C, states that medical care is not authorized for employees of the New Jersey Veterans Memorial Homes, except in an emergency.

PROCEDURE:

A. New Jersey Veterans Memorial Homes

  1. The New Jersey Veterans Memorial Homes shall provide emergency medical care for non-veteran home residents, i.e., employees, family members, volunteers and visitors as follows:
 

a. Except in emergencies, no provisions shall be made to provide medical care/services for any non-veteran home resident within the facilities, or at any of the institutions or agencies under the jurisdiction of the department. In an emergency situation, temporary medical services shall be rendered to the extent facilities are available, and the non-veteran home resident shall be removed to non-departmental hospital facilities, or referred to physicians or dentists practicing in the community as promptly as their welfare will permit.

b. The foregoing is intended to encompass all forms of medical, hospital, and surgical services, including medications, but excluding any medical examinations made available by the department as part of its employment/safety programs (such as immunizations, periodic x-rays, and in particular, examinations of food handlers).

c. Nothing in the foregoing shall be construed to affect arrangements with schools of nursing with respect to the medical care for student nurses assigned for training purposes in state institutions.

d. Facilities rendering emergency medical services shall avoid medical practices, which place the facility in competition with physicians and dentists practicing in the community.

e. All persons, regardless of status, shall be afforded emergency medical care when, in the judgment of the medical staff, such care is necessary in accordance with accepted medical practices and humanitarian principles.

 

Note: The foregoing is intended to assure emergency medical intervention for all persons, when in the judgment of medical staff such is necessary, but it is not intended to preclude/suggest that 911 should not be notified in all such instances. An immediate call for 911assistance is strongly recommended in all such instances.
