a. Local Posting:
In accordance with various bargaining unit contracts and
departmental policy, the position is posted on local bulletin
boards describing the position; salary, shift, requirements,
etc. Interested employees are instructed to inform the Personnel
Officer in writing within seven days of posting. Interested
candidates who qualify are interviewed by the pertinent
department head and, if successful, a start date is coordinated
with the losing department head. If there are no successful
candidates:
b. Department Circularization:
In an effort to widen the recruitment base and to offer
advancement on transfer opportunities to other employees within
the Department of Military and Veterans Affairs, vacant
positions may be circularized through the Director, Personnel
Division.
c. List Procedures:
If position is competitive, any existing promotional list is
received, and certified if appropriate. If none, a request is
initiated for an open-competitive list. If an open-competitive
list is available, interested candidates are interviewed by both
the Personnel Officer and the pertinent department head. If no
list is available, a PAS number is issued (authorization for
provisional hire).
d. Employment Application Review:
The employment application file is reviewed to identify
qualified candidates who have submitted applications. Such
candidates are contacted for interview, if available.
e. Classified Advertising:
Classified advertising in local area newspapers is utilized when
above cited avenues of recruitment are exhausted.
f. All recruitment activity is conducted in accordance with
guidelines set forth in NJAC Title 4A, various salary
Administration. Memoranda issued by the Department of Personnel,
and the various bargaining unit agreements.
g. Special Recruiting Situations:
The Personnel Office, in conjunction with
various departments, takes part in:
(1) College Open-Houses for recruitment purposes.
(2) Liaison with college and vocational school placement
offices.
(3) Open-houses at facilities for registered and practical
nurses.
(4) Conventions and meetings offering recruitment opportunities. |
