CIRCULAR LETTER 85-48GSA: EXCESS SURPLUS PROPERTY

I. PURPOSE:

The purpose of this procedure is to establish policy and procedures for processing excess/surplus property owned by the State of New Jersey, Department of Military and Veterans Affairs and for disposing of scrap and waste.

B. Excess/Surplus Property Notice



III. DEFINITIONS:

The following terms, when used in this procedure, have the meanings indicated in Pro-curement Circular 39 "Excess/Surplus Property Procedure", promulgated 7/23/84 by the Department of Treasury.



IV. PROCEDURES:

A. EXCESS PROPERTY

1. DIVISIONS

 
 

a. When an owning facility determines that it no longer has need for specific non-scrap waste property, the appropriate divisional contact person must be so notified by means of a completed "Excess/Surplus Property Notice", PB-160.

b. If it is subsequently determined that the particular division no longer needs the property, the departments contact person must be notified via the same form.

c. The departmental contact person will in turn notify all other departmental components of the availability of the item and will allow at least four (4) weeks for components to request possession directly from the owning facility.

d. If there is no expressed interest in the property, the owning facility must in turn take action to dispose of the property in accordance with the policies and procedures contained in Procurement Circular 39.


2. CENTRAL OFFICE UNITS

In the case of excess property in Central Office units, initial notification of availability will be made to the Director of Purchasing. The remainder of the procedures for transfer or disposal of the property are as specified for divisions in Section IV A1 above EXCEPT that the Office of Purchasing will assume the role of owning facility in the disposal of property NOT transferred.

3. RECORD KEEPING

In accordance with Procurement Circular 39, Section IV 6, all records pertaining to the disposal of excess property must be maintained by the owning facility for seven (7) years.

B. SCRAP AND WASTE

The divisional contact person will NOT be notified of the availability of scraps and waste. Applicable guidelines in Procurement Circular 39 for the disposal of such property/material will be followed.
