EQUAL EMPLOYMENT OPPORTUNITY

 I. PURPOSE:


A. To provide equal employment for all, regardless of race, color, sex, age, religion, national origin, veteran status, disability, affectional or sexual orientation.
 

B. To communicate the facilities commitment to equality for all employees with regard to recruitment, selection appointment, promotion, training, discipline and all areas related to employment as mandated by Executive Order No. 61.
 

C. To enforce facilities philosophy that sexual harassment is unacceptable conduct and will not be condoned.
 

 

II. PROCEDURE:
A. New Jersey Veterans Memorial Home Facilities maintain a Department of Military and Veterans Affairs Affirmative Action Plan that is revised and updated every two years. The plan identifies problem areas, goals, responsibilities and target dates.
 

B. Monitoring and evaluation of Affirmative Action Plan compliance will be the joint responsibility of the Affirmative Action Officer and the Personnel Office. Specifically, these responsibilities include the following:
 
 

1. Annual work force evaluation, problem identification, development, review and adding input to the Department's Affirmative Action Plan.
2. Communication of EEO Policy.
3. Coordination and monitoring Affirmative Action implementation and regularly reporting to the Affirmative Action Office of the New Jersey Department of Military and Veterans Affairs.


C. All department heads are responsible for Affirmative Action implementation in their respective areas. They are to familiarize themselves with the Affirmative Action Plan and will be responsible for implementation of action items as noted in the goals set for their respective department.

D. It is expected that personnel in the following categories will be familiar with Affirmative Action objectives and goals, and fulfill their responsibilities as noted below:
 
 

1. Chief Executive Officer:
a. Ensure that department heads are aware of and adhere to Affirmative Action guidelines.
b. Ensure discussion of this policy in In-Service Training Programs.

2. Department Heads and assistants with hiring authority:
a. Ensure that any and all decisions made regarding employment transactions are free of any of the influencing factors prohibited by Executive Order No. 61.
b. Each supervisor is responsible and accountable for helping to meet the Affirmative Action goals at the New Jersey Veterans' Memorial Home Facilities.
 

3. Affirmative Action Representatives:
a. Ensure that pertinent personnel are kept aware of changes to modifications in Affirmative Action Programs by disseminating all applicable information.
b. Acts in an advisory capacity to all levels of personnel with regard to Affirmative Action Programs.
c. Assists in the design and implementation of programs as necessary and in the review and revision of policies, procedures, and practices with impact on protected classes.
d. Hears and attempts resolution of complaints of discrimination with notification to the Divisional Affirmative Action Officer.
