Non-driver identification card

You do not need to get a driver license in order to have a photo identification card. You can obtain a non-driver photo identification card at any MVC.

How to get a non-driver identification card

• Complete the front side of a non-driver ID application (BA-207 form)
• Pass the 6 Point ID Verification
• Pay $24 fee.

Non-driver handicapped identification card
Any New Jersey resident 17 years of age and older with a disability can apply for a non-driver handicapped ID, issued solely for the purpose of providing identification. It is not a license to drive and cannot be used to park in a handicapped parking space. For more information on handicapped parking, visit Handicapped Plates and Placards.

• Visit your local MVC Agency or call to request an application (BA-207 form) at (609) 292-6500 or toll free at (888) 486-3339
• Complete front side of the application
• Have a physician complete certification portion
• Pass the 6 Point ID Verification
• Pay $6 fee
