The driver requesting the installation of sun-screen material on their vehicle must provide a medical exemption certificate to the installer (N.J.A.C. 13:20-1.2)

You must have a facility to install sun-screening material and have a state-mandated inspection of your premises to determine qualification.
The Chief Administrator of the New Jersey Motor Vehicle Commission may suspend or revoke your license for non-compliance with the terms and conditions of its issuance.
