Proposed Amendments and New Rules Implementing the Diesel Retrofit Program

The Motor Vehicle Commission has proposed amendments and new rules relating to the New Jersey Diesel Retrofit Program.  The Commission’s proposed rulemaking implements the public policy of this State as set forth in P.L. 2005, c. 219 pertaining to the installation of best available retrofit technology devices on diesel motor vehicles.  The Commission’s proposed rulemaking complements the Department of Environmental Protection’s proposed rulemaking on this subject.  The rules that are the subject of this proposal pertain to the inspection and verification of the installation of best available retrofit technology devices on heavy-duty diesel trucks, diesel-powered motor vehicles, diesel buses, regulated diesel solid waste vehicles, and regulated diesel commercial buses.  The rules also pertain to the inspection and verification of the installation of closed crankcase ventilation systems on diesel-powered school buses.  The Motor Vehicle Commission’s regulatory proposal was published in the December 18, 2006 issue of the New Jersey Register. 

The public has until February 16, 2007 to submit comments with regard to the Motor Vehicle Commission’s regulatory proposal.  Comments should be directed to: Steven E. A public hearing concerning that portion of the Commission’s proposal relating to the inspection and verification of closed crankcase ventilation systems on regulated school buses will be held at 9:00 A.M. on January 30, 2007 at the Department of Environmental Protection’s First Floor, Public Hearing Room, 401 E. State Street, Trenton, New Jersey.
