Minority and Women Business Enterprise (MWBE) Certification

Governor Corzine demonstrated his commitment to providing MWBE's expanded access to State procurement opportunities by issuing Executive Order #34. Under this initiative, services and opportunities are created that serve to leverage the State's purchasing power to strengthen and expand the growth of the Small, Minority, and/or Women Business Enterpirse (SMWBE) community.  MWBE's are encouraged to become certified with the State so that we can accurately and timely assess the share of procurement activity recorded by this group compared to the share of business registered by non MWBE vendors.

Certification Eligibility:

Any business whose management and daily business operations are controlled by one or more minorities or women owner(s), and which is at least 51 percent owned by one or more minorities or women is eligible to participate in this program. The women or minority owner shall demonstrate technical competence in the affairs of the business to satify the requirement for operational control. A business may apply and be eligible for more than one status, such as minority- and women-owned business (MWBE), which can be certified as both MBE and WBE.

Certification Application:

In order to be certified, qualified applicants must complete a MBE/WBE CERTIFICATION APPLICATION [pdf 915k]
and submit the application with a non-refundable check or money order in the amount of $100.00 made payable to the NJ Division of Revenue.

Note:

The State currently works with other certifying groups to accept alternative certifications. If you have a currently valid certificate with a statewide or national certifying group, in lieu of completing the MBE/WBE Application, you may submit a copy of their certification approval letter and/or certificate for consideration to satisfy requirements of certification under NJ Statue  12A:17:46. You must also submit a non-refundable check or money order in the amount of $100.00.

The Division encourages MWBE's to take full advantage of the Division's on-line services by completing the Diversity Registry and bid notification forms. .

  • The Diversity Registry is a self-declared registration that enters your business into a database of New Jersey's small, minority, and women- owned businesses, which helps to promote SMWBE businesses to buyers from the various state agencies, authorities, commissions, colleges and universities and to prime contractors bidding on state contracts who are looking for potential aubcontrators.

  • The Bid Opportunities Database is a single source for accessing bid opportunity information across more then 100 state agencies (executive branch), authorities, commissions, state colleges and universities.

  • E-mail Notification Services: business representatives are able to register to recieve e-mail notifications with information about bid opportunities for the commodity code(s) specific to their selected interest.
