PROVISIONAL TEACHER PROGRAM
The Provisional Teacher Program is a program in which all novice teachers, both alternate and traditional route, are supported and supervised by experienced professionals in their schools while working under provisional certificates. After completion of the PTP, a teacher may be recommended for a standard certificate.

Formal Instruction
The twenty year history of the Provisional Teacher Program for alternate route teachers has been one of dramatic growth and success. Since its inception, the program has intended to enhance both the quantity and quality of teaching candidates. By allowing the completion of formal instruction in the essential pedagogy necessary for success in the classroom, in conjunction with supervised employment, the program has redefined eligibility. In so doing, the program has significantly expanded the state supply of teaching candidates. More importantly, the Provisional Teacher Program has increased job competition and provided districts with a wider range of talented applicants who districts may select on the basis of their personal qualities, academic records, experience and accomplishments.
The role of the Regional Training Centers in providing the formal instruction component of the program has shown increasing growth and success. Currently, a variety of opportunities are available:
New Jersey’s Mentoring for Quality Induction
In December 2003, the New Jersey Board of Education adopted revised licensing regulations that also enhanced the roles and responsibilities of district personnel in providing quality mentor training for veteran teachers and vigorous support for new teachers in the profession. The Department of Education has provided comprehensive training and support to districts as they develop their plans, including regional technical assistance workshops and the distribution of toolkits for program development.
Who Needs to be mentored?
-Veteran teachers new to a district
-New special education teachers who hold Standard Teacher of the Handicapped certificates
-Some educational services
NOTE: A candidate should consult with a district regarding district mentor requirements.
Components of the New Mentoring Initiative
Fees
Formal Instruction
- Regional Training Center- currently $1300
- P-3, ESL, Teacher of Students with Disabilities, and Bilingual course work- tuition charged by the college or university
- MAT Alternate Route programs- tuition charged by the college or university
Mentoring- $450 for the 20 day mentor, $550 for the 30 week mentor
Certificates- $150 - $170
Mentoring fees may be paid by the provisional teacher or the school district
-Programs with pre-service training options with college credits for holders of CEs
-20 Hour Phase 1A offered at regional training centers throughout NJ
It is strongly advised that all applicants become thoroughly familiar with the information provided in the New Jersey Licensing Code, which outlines the specific requirements for each certification and endorsement.
