Before joining the Highlands Council, Matthew was a GIS Specialist for the National Center for Neighborhood and Brownfields Redevelopment at the Edward J. Bloustein School of Planning and Public Policy, Rutgers University where he worked on a variety of projects involving redevelopment, wastewater management, land use, and community planning.

Matthew earned a B.S. in Ecology and Natural Resource Management from Rutgers University, Cook College.
