The Highlands Regional Master Plan (RMP) establishes a resources planning and management framework for the Highlands Region. Executing the Highlands RMP will require the concerted effort of agencies at all levels of government, the general public, property owners, and private industry. The implementation of the RMP will be achieved through numerous mechanisms, including Plan Conformance and Highlands Project Review.
