The purpose of the Critical Wildlife Habitat layer is to provide users with peer reviewed, scientifically sound wildlife data that is easily accessible and can be integrated with planning, protection and land management programs at every level of government (state, county, municipal) as well as nongovernmental conservation organizations and private land owners.

ENSP employed the NJDEP aerial photo-based LU/LC data layer to delineate potential rare species habitat within the Highlands Region. The 1995 LU/LC was recently updated with 2002 imagery and includes 69 unique LU/LC classes within the Highlands Extended Boundary described in Anderson et al. (1976). Within the Highlands Extended Boundary, each of the 69 LU/LC classes was retained and the unique classes were not dissolved, as had been done in version 2.0, into five general habitat types: forest, forested wetland, grassland, emergent wetland and beach. Retaining the original LU/LC class delineations allowed greater flexibility and potential for a more accurate representation of potential rare species habitat based on individual species. This "species-based patch" approach provided ENSP biologists with the ability to assign a custom set of LU/LC classifications to be valued for each individual species.
Although the base data and methodology differ in version 3.0 from that of version 2.0, the same ranking criteria apply.
Rank 5 is assigned to patches containing one or more occurrences of at least one wildlife species listed as endangered or threatened on the Federal list of endangered and threatened species.
Rank 4 is assigned to patches with one or more occurrences of at least one State endangered species.
Rank 3 is assigned to patches containing one or more occurrences of at least one State threatened species.
Rank 2 is assigned to patches containing one or more occurrences of at least one non-listed State special concern species.
Rank 1 is assigned to patches that meet habitat-specific suitability requirements such as minimum size criteria for endangered, threatened or priority wildlife species, but that do not intersect with any confirmed occurrences of such species.
Rank 0 is assigned to patches that do not contain any species occurrence and do not meet any habitat-specific suitability requirements.

I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions:

For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) and Site Remediation Program as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.

Attribute accuracy was checked manually by randomly selecting habitat patches and comparing rare species data with the appropriate attribute field. All errors were corrected.

Repair Geometry was run on data to ensure topological accuracy. Topological accuracy is dependant upon the NJDEP 2002 Land Use/Land cover. In order to prepare the NJDEP 2002 LU/LC to become the base layer for the Landscape Project, the following steps are performed:
Major Roads - NJ DOT Major Roadway (2004) centerlines (county level 500 and above) were buffered, creating a polygon file to bisect LU/LC classifications and serve as a boundary between contiguous areas of habitat. Polylines classified as 500-level routes were buffered by 25 ft. while polylines classified as interstate routes, state routes, toll routes, and U.S. routes were buffered by 37.5 ft. The completed major roads polygon file was then unioned with the 2002 LU/LC in order to bisect contiguous areas of habitat.
Riparian - The NJ Landscape Project was developed as a method of identifying and managing landscapes essential for long term viability of rare species populations. While Version 2.0 of the Landscape mapping delineates habitats for upland, coastal, and wetland species, the value of essential riparian corridors is not represented. The Riparian Landscape Project layer identifies those streams and riparian habitats that are essential to rare aquatic; semi-aquatic and floodplain wildlife based on the occurrence records in the Biotics database. The inclusion of aquatic habitat completes the Landscape Project mapping and will be a tool for land planning by land managers, watershed agencies and associations, and other conservationist organizations. Specifically, the mapping will provide the divisions of Water Quality and Watershed Management with vital information regarding the quality of riparian corridors. This information can be used to determine necessary restrictions and protection levels when reviewing water use/discharge permit applications.
The basic principals involved in producing the Riparian Layer are defined in the CRSSA Technical Report 0101 "A Methodology for Defining and Characterizing the Health of Riparian Areas in the Musconetcong and the Pohatcong Watersheds using Geographic Information Systems (GIS)" (Hughes & Lathrop 2001). An area is defined as riparian if it is prone to flooding, has hydric soils, or is delineated as freshwater wetlands. A few minor changes were made to the CRSSA model methodology as described below. There are 5 GIS datasets used to create the ENSP riparian corridor: NJDEP USGS Flood-Prone Areas; U.S. Department of Agriculture, Natural Resources Conservation Service Soil Survey Geographic Soils 2005 (SSURGO); NJDEP 2002 Land use/Land cover Update for New Jersey; NJDEP 2002 Streams Update for New Jersey; and NJDEP 2002 Land use/Land cover. In the CRSSA model, these datasets were converted to a raster dataset of 40 foot grid cells. For our analysis the datasets were used in their original vector formats. Each dataset was recoded as follows:
NJDEP USGS Flood-Prone Areas - all areas coded as "1 USGS Documented Flood-prone Area" or "8 Water" are recoded as "1", all others recoded as "0"
SSURGO - all soils defined as "hydric" recoded as "1", all others recoded as "0"
NJDEP 2002 Land use/Land cover Update for New Jersey - all type02 coded as "wetlands" get recoded to "1", all others recoded as "0"
All polygons coded as "1" from the above layers are combined and dissolved into one layer. Next, all streams (NJDEP 2002 Streams Update for New Jersey) and water bodies (NJDEP 2002 Land use/Land cover: Highlands Study Area) are buffered by 30 feet. The 30-foot buffer creates a continuous corridor surrounding all water sources and captures any areas that were not previously included because they were not coded as flood prone, hydric, or wetlands, or they occur in an urban LU/LC class, or are bounded by steep slopes. This 30 foot buffer is combined and dissolved with the previous layer into a riparian corridor. Next the streams layer is overlaid on this resultant corridor. Any polygon that does not intersect the streams layer is deleted. The resulting layer is the final Landscape Project Riparian Corridor. This layer is unioned with the NJDEP 2002 LULC dataset, which is the base layer for ENSP's Version 3 of the Landscape Project.
For certain species patches must meet a minimum core requirement before a species occurrence area can value that patch. In version 2.0, the process of determining core areas was run on a select set of NJDEP 1995/97 LU/LC level 3 classes that made up the forest layer. To determine core areas in version 3.0 within the ENSP Highlands Extended Boundary, the following NJDEP 2002 LU/LC level 3 classes are dissolved to form contiguous patches:
