This layer is a derivative work of the New Jersey Geological Survey's Well Head Protection layer. The state-wide layer has been modified by the Highlands Council to include only those areas within its borders. In addition, where Well Head Protection Areas overlap the Highlands Council has defaulted to the tier with the shortest travel time.
A Well Head Protection Area for a Public Non-Community Water Supply Well (PNCWS) in New Jersey is a map area calculated around a Public Non-Community Water Supply well that delineates the horizontal extent of ground water captured by a well pumping at a specific rate over a two-, five-, and twelve-year period. GIS coverages are produced for each PNCWS well and for the set of all PNCWS wells in each county and for the state. The individual, county and state coverages are prepared for distribution as uncompressed ARC/INFO export files. The export files are combined with parameter-reference files for each county in compressed 'zip' files for delivery over the Internet. Public Non-Community Water Supply Well Head Protection Area downloads therefore include line and polygon GIS coverages with associated database files, and parameter-reference files for data documentation. The documentation files are ASCII text files having the 'txt' extension. WHPA delineation methods are described in "Guidelines for Delineation of Well Head Protection Areas in New Jersey" available as a download at www.state.nj.us/dep/njgs/whpaguide.pdf.

Public Non-Community Well Head Protection Area delineations are conducted in response to the Safe Drinking Water Act Amendments of 1986 and 1996 as part of the Source Water Area Protection Program (SWAP). The delineations are the first step in defining the sources of water to a public supply well. Within these areas, potential contamination will be assessed and appropriate monitoring will be undertaken as subsequent phases of the NJDEP SWAP.

A Public Non-Community Water Supply Well is a public water supply well used by individuals other than year-round residents for at least sixty days of the year. A non-community water supply well can be either transient or nontransient. A nontransient non-community water supply well serves at least twenty-five of the same people over a period of six months during the year, such as schools, factories, and office buildings. A transient non-community water supply well is a well that serves year around for at least sixty days of the year, but does not serve the same individuals during that time period. Transient non-community water supply wells include rest stop areas, restaurants, and motels.

New Jersey Department of Environmental Protection (NJDEP) Data Distribution Agreement
I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions:

For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1.Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2.The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work.
All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work. Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that terms and conditions have been read and that the user is bound by these criteria.

The NJDEP Bureau of Safe Drinking Water was responsible for collecting and surveying by Global Positioning System (GPS) the majority of locations used in this dataset to create the public non-community well head protection areas. The New Jersey Geological Survey was responsible for locating wells by GPS in parts of Burlington, Warren and Essex Counties. These coverages were generated based on point coordinates (well locations) of PNCWS wells which were located using the Global Positioning System (GPS) and tested against known benchmarks. The GPS locations have an accuracy of plus or minus 40 feet in any direction from the mapped location.

At the time of publication all available information provided to the New Jersey Geological Survey about public non-community water supply wells has been processed. There are some public non-community water supply wells in New Jersey which are not available in this data set. They will be included as updates when the information is processed. This layer is a derivative work of the New Jersey Geological Survey's Well Head Protection layer. The WHPA delineations for public non-community water supply wells were generated from a Microsoft Access database created with data from the NJDEP Bureau of Safe Drinking Water and the New Jersey Geological Survey. The database was constructed with all of the available well construction information, depths and pumping rates available for the wells. A statistical analysis was done for each county by NJGS to determine the median values for the depth and pumping rate. These values were assigned to those wells for which the depth and pumping rate were unknown. In addition, the porosity was determined by overlaying the Microsoft Access database of well points after being converted into an ESRI point shapefile onto a surficial geologic map. Those wells in rock aquifers were assigned a value of 0.02 for the porosity and those in unconsolidated aquifer were assigned a value of 0.25. The CFR's for 2, 5 and 12 years were then calculated using the equations:

An ASCII text file was then created from this database. The text file consisted of the Bureau of Safe Drinking Water ID number, location, tier 1 cfr, tier 2 cfr and tier 3 cfr. This file was processed using a BASIC program (Noncom.exe) which created the file format needed for importing the data into ARC/INFO. In ARC/INFO the GENERATE command was used to create the delineations. The noncom.exe program was developed by NJGS for creating the PNCWS delineations.
Each WHPA coverage was built as both a line and a polyon coverage having both arc and polygon attributes for the three Time of Travel (TOT) tiers. The public non-community water supply well head protection areas state coverage (njcnwhpa) and the 20 county coverages were processed using the UNION command in ARC/INFO to create the state and county coverages from the individual coverages.
The available construction and pumping information used to create these WHPA delineations are available in the associated PNCWS point shapefile available by request from the State Geologist, N. J. Geological Survey, Box 427, Trenton, NJ 08625
