There are a number of rules that relate to or affect the Highlands Region.  These include rules promulgated by various State agencies like the Department of Environmental Protection, the Department of Agriculture, the Department of Community Affairs and the Department of Transportation.  In its function coordinating activities and programs affecting the Highlands, the Highlands Council works with State agencies in their development of rules.  The Highlands Council has the authority to promulgate rules of its own and intends to do so after adoption of the Regional Master Plan.

The Highlands Council also has the authority and responsibility to review certain development projects.  It will commence this function after adoption of the Regional Master Plan.
