The Alcohol and Drug Counselor Committee will consist of four members who are residents of this State, one whom shall be a public member. All of the remaining members: 1) shall have been actively engaged in the practice of alcohol and drug counseling for at least five years immediately preceding their appointments, 2) have spent the major portion of their time devoted to such activity in New Jersey during the two years preceding their appointments, and 3) except for the first members appointed, two shall be licensed clinical alcohol and drug counselors and two shall be certified alcohol and drug counselors.
