Public Session

CALL TO ORDER

The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Fitzpatrick at 10:00 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided.

SUNSHINE LAW ANNOUNCEMENT

Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star Ledger, the Courier Post, the Bergen Record and the Atlantic City Press.

APPROVAL OF MINUTES

October 9, 2007

The Committee, on a motion by CM Casper, seconded by Vice-Chairman Del Greco, unanimously voted to approve the minutes of October 9, 2007 as amended.

REPORT OF THE EXECUTIVE DIRECTOR

Joseph Grabowy provided the Committee with the following licensing statistics as of November 2, 2007:

Total Licensed Home Inspectors 671

Total Expired Home Inspectors 56

Total Inactive Home Inspectors 74

Total Pending/Incomplete Home Inspector Applications 127*

* Includes application files deemed incomplete, abandoned, and those approved but never activated since the licensure fees were never remitted to the Committee office.

APPEARANCE BY PATRICIA SCHIRIPIO, REGULATORY ANALYST

The Committee continued its review of its regulations. A separate proposal for a criminal background check is underway and will be separate from the other regulation changes.

Incoming Correspondence

Re: Revised Home Inspector Curriculum - Bergen County Technical Schools
October 4, 2007

Dr. Fagans Haynes submitted an updated home inspector curriculum so as to be compliant with the Committee’s revised statutes and regulations.

After reviewing this matter, the Committee concluded to send this correspondence to the NJ Department of Education for its review.

Executive Director Russo responded to Mr. Bornfreund’s request by providing the definitions for various home inspector regulations.

REVIEW OF HOME INSPECTION APPLICATIONS FOR LICENSURE

On a motion by Chairman Fitzpatrick, seconded by CM Casper, the Committee voted to approve the following applications for licensure pending the receipt of the new licensees’ original certificates of insurance.

Peter Danielle stated that he previously sent a letter to the Committee requesting a mailing list of licensees. Upon receipt, the Committee staff will forward this matter to MIS for processing.

MOVE TO EXECUTIVE SESSION

On a motion by Vice-Chairman Chair Del Greco, seconded by CM Casper, the Committee unanimously voted to enter into Executive Session.

RETURN TO PUBLIC

On a motion contained in the Executive Session minutes, the Committee re-entered into Public Session to adjourn.

ADJOURNMENT

On a motion by Vice-Chairman Del Greco, seconded by Committee Chairman Fitzpatrick, the Committee voted to adjourn the meeting at 3:30PM.
