HOME INSPECTION CALL TO ORDER The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Fitzpatrick at 10:00 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided. SUNSHINE LAW ANNOUNCEMENT Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star Ledger, the Courier Post, the Bergen Record and the Atlantic City Press. Bradford, Deputy Attorney General, staff members Joseph Grabowy and 11 members of the public. APPROVAL OF MINUTES February 13, 2007 The Committee, on a motion by CM Del Greco, seconded by Chairman Fitzpatrick, unanimously voted to approve the minutes of February 13, 2007 as submitted. REPORT OF THE EXECUTIVE DIRECTOR NONE Incoming Correspondence #1 Christina C. Quast / Education Administrator for The National Institute of Building Inspectors Re: Request to be added to the school listing on the DCA HIAC Webpage, February 9, 2007 Ms. Quast wrote the Committee to request that her school contact information be added to the Home Inspection Website since it is an approved provider of the New Jersey Home Inspector Curriculum. The Committee agreed to post this school to its Website under the approved home inspector schools. #2 Mike Hatch / President of Boston Environmental Re: Reconsideration to approve previous continuing education unit that was previously denied. February 15, 2007 Mr. Hatch wrote the Committee to explain that their Continuing Education approval form may have been incomplete or unclear regarding the details submitted as to the actual training and process. He therefore ask the Committee to reconsider its initial denial of continuing education credits for the course under review. After reviewing this matter, the Committee advised Mr. Hatch to resubmit his continuing education course work for further evaluation. #3 Arthur Hood Re: Additional consideration regarding the Committee’s decision on his grandfather application #1229128 for licensure. February 20, 2007 Mr. Hood wrote the Committee asking for additional consideration regarding its decision on his grandfather provision of his application for licensure. The Committee discussed the grandfather provision licensing requirements and concluded to approve this application for licensure. #4 Doug Wingerath Re: Continuing Education, February 9, 2007 Mr. Wingerath wrote the Committee asking how and why the decision was made to approve only 10 PDH, instead of his request to have at least 20 PDH approved in order the biennial renewal requirement to satisfy request The Committee will advise Mr. Wingerath to refer to its regulations regarding continuing education codified at N,J.A.C. 13:40-15.14. #5 Roger Hankey / ASHI Re: Home Inspector Information, February 27, 2007 Mr Hankey wrote the Committee on behalf of ASHI requesting data on the number of licensed home inspectors in the state of New Jersey, specifically by the year when they were first licensed starting with the first year regulations were most current data available. After discussing this matter the Committee were directed that this request be referred to the MIS department, for response. #6 Patrick J. Smith Re: Home Inspection License, March 2, 2007 Mr Smith, licensed Home Inspector # 24GI00082100, wrote the Committee regarding his license application and requested a waiver from completing the required number of continuing education units (ceu). The Committee denied his request to waive the continuing education requirement for the 2007-2009 licensure period. #7 John R. Haigh Re: Home Inspection License, March 5, 2007 Mr. Haigh wrote the Committee to request that his license be placed into "inactive" status as of November 2006. After discussing this matter the Committee noted that Mr. Haigh had errors and omissions insurance coverage during November 2006 and concluded to place his license into "inactive" status. The Committee will also remind him that he must select "inactive" status on his licensure renewal form for the 2007-2009 and subsequent biennial licensure periods. #8 John De Paola Re: Grandfather Licensure, March 6, 2007 Mr. De Paola wrote the Committee to consider his credentials and experiences to be able to apply for a home inspection license through the grandfather provision. The Committee noted that it never received Mr. De Paola’s grandfather application and advised that he submit a new application for Committee review. #9 Robert J. Luongo Re: Home Inspection Continuing Education Credits, March 8, 2007 Mr. Luongo wrote the Committee to explain his specific situation regarding the completion of his continuing education courses. After discussing this matter the Committee voted to allow Mr. Luongo until June 30, 2007, rather than April 30, 2007, to complete the required number of continuing education courses for the 2007-2009 biennial period. #10 Dominick J. Rubbo Re: Home Inspector’s license, February 21, 2007 Mr. Rubbo wrote the Committee to request that his home inspector’s license be placed into "inactive" status. The Committee approved his request that his license be placed into "inactive" status but will also remind him that he must select this licensure option when renewing his license each biennial period. Outgoing Correspondence NONE REVIEW OF HOME INSPECTION APPLICATIONS FOR LICENSURE On a motion by Chairman Fitzpatrick, seconded by CM Del Greco, the Committee unanimously voted to approve the following applications for licensure:

RETURN TO PUBLIC On a motion contained within the Executive Session minutes, the Committee re-entered into Public Session to adjourn.
