HOME INSPECTION CALL TO ORDER The meeting of the Home Inspection Advisory Committee was called to order by Chairman Michael Fitzpatrick at 10:00 a.m. in the Monmouth Conference Room, seventh floor, 124 Halsey Street, Newark, New Jersey. All parties were duly notified of the time, date and place and all pertinent material had been provided. SUNSHINE LAW ANNOUNCEMENT Joseph Grabowy read the statement required by Chapter 231, Laws of 1975, known as the Open Public Meetings Act, and announced that notice of the meeting was prepared in the office of the Committee and mailed to the Secretary of State, the Star Ledger, the Courier Post, the Bergen Record and the Atlantic City Press. ROLL CALL CMs present: Michael Fitzpatrick CMs absent: None Others present: Arthur Russo, Executive Director, Olga E. Bradford, Deputy Attorney General, staff members Joseph Grabowy, Ernest Gonzalez, Crisgean Losbanos, and 13 members of the public. APPROVAL OF MINUTES March 13, 2007 The Committee, on a motion by CM Del Greco, seconded by Chairman Fitzpatrick, unanimously voted to approve the minutes of March 13, 2007 as amended. REPORT OF THE EXECUTIVE DIRECTOR Executive Director Russo updated the Committee with the following licensing statistics:
The Committee questioned the level of review that transpired for each of the applications comprising the 126 pending applications. After discussing this issue further CM Del Greco volunteered to review each of these files in order to assess what is needed to complete them for licensure. In addition, the Committee generally agreed that application files more than one year old would be archived. The Committee reviewed the draft changes to the home inspector application instructions posted to its Website. They will be further reviewed at its May meeting. ED Russo led a discussion on proposed legislation which could effect the home inspection profession: A734 - Disclosure of information regarding the personal residence of a licensee. The Committee supported this proposed legislation. A3596 - Would require home inspectors to prepare an energy analyses on homes they inspected. The Committee opposed this legislation since they do not have the requisite education, training, or equipment to provide this service. A3899 - Clarifies the time by which public bodies are required to make minutes of meetings available to the public. The Committee expressed no position on this matter. A3958/S2473 - Authorizes the Court to waive the license revocation process for certain child-support obligors. The Committee expressed no position on this matter. Incoming Correspondence
#1 Joseph E. Osowski, PE Mr. Osowski wrote to the Committee to inform it that he has cancelled his errors and omissions insurance policy effective October 25, 2006 and is no longer doing business as a licensed home inspector. As a result he would like to cancel his home inspector’s license. After reviewing this matter the Committee concluded to place Mr. Osowski’s home inspector’s license in inactive status. It will also advise him that he will need to contact the Committee office in order to reactivate his license.
#2 Patrick R. Coulter Mr. Coulter wrote the Committee to explain his specific situation in trying to complete the licensing requirements for obtaining a home inspector’s license. The Committee will advise Mr. Coulter of the two licensing options available to him under P.l.2005, c.201.
#3 Charles W. Camack Mr. Camack informed the Committee that he is no longer performing home inspections and would like to place his license in inactive status. The Committee concluded to place Mr. Camack’s license in inactive status, and will also advise him that he will need to contact the office in order to reactivate his license. Outgoing Correspondence NONE REVIEW OF HOME INSPECTION APPLICATIONS FOR LICENSURE On a motion by Chairman Fitzpatrick, seconded by CM Del Greco, the Committee unanimously voted to approve the following applications for licensure: *Approved pending the receipt of an original certificate of insurance certificate. REVIEW OF CONTINUING EDUCATION COURSES On a motion by CM Del Greco, seconded by Chairman Fitzpatrick, the Committee unanimously voted to approve the following continuing education courses with the corresponding credits:

RETURN TO PUBLIC On a motion contained in the Executive Session minutes, the Committee re-entered into Public Session to adjourn.
