State Board of Examiners of Master Plumbers

Notice of Continuing Education Topics

Take notice
that the State Board of Examiners of Master Plumbers (the Board) has outlined the topics that shall be part of continuing education courses taken by licensed master plumbers during the 2007 to 2009 biennial renewal period. N.J.A.C. 13:32-6.1 requires licensed master plumbers to complete five credits of continuing education every biennial renewal period. N.J.A.C. 13:32-6.3 requires the Board to determine the topics required for each biennial renewal period and to publish these topics in the New Jersey Register.

The Board has decided to require every licensed master plumber to complete one hour of review of the existing National Standard Plumbing Code as amended by N.J.A.C. 5:23-3.15 and one hour reviewing the laws and regulations pertinent to the practice of a master plumber, specifically N.J.S.A. 45:14C-1 et seq. and N.J.A.C. 13:32. The remaining three hours will be devoted to any one or more of the following:

1. Further review of the existing National Standard Plumbing Code as amended by N.J.A.C. 5:23-3.15;

2. Further review of laws and regulations pertinent to the practice of a master plumber;

3. Job site safety, Occupational Safety and Health Administration (OSHA) and related information;

4. Americans with Disabilities Act (ADA)/barrier free provisions and Uniform Construction Code (UCC) requirements;

5. Plumbing systems pipe sizing for waste, drainage, vent, water and gas;

6. Contracting liability, insurance requirements, business law, consumer contracts and ethical conduct;

7. The licensed master plumber's responsibilities for an employee's workmanship and competence;

8. International Mechanical Code requirements;

9. Backflow prevention and backflow devices;

10. New Jersey sales tax and other tax matters;

11. Organizing/managing a business, estimating/bidding and project managing;

12. Excavation and backfill requirements and procedures;

13. Installing, maintaining and repairing chimneys and vents;

14. Review of permit applications and inspection requirements;

15. State and Federal requirements regarding truck safety, including loading of materials and gas tanks;

16. Drilling pipe penetration studs, standard joints, manufactured joist, top plates and sole plates;

17. The master plumber's role in public safety, including contamination and terrorism as it relates to the water supply in public and private buildings;

18. The method to participate in the code change process of the adopted model plumbing subcode and Uniform Construction Code regulations;

19. Applications of the Rehabilitation subcode of the Uniform Construction Code regulations;

20. The proper application of and calculations for Chapter 13 Storm Water Drainage of the Plumbing subcode;

21. Issues of performance liability, work records retention and consumer protection; or

22. Home owners' responsibilities for taking out a plumbing permit.
