CERTIFIED PSYCHOANALYSTS ADVISORY COMMITTEE OPEN SESSION MINUTES I. CALL TO ORDER Committee Chair, Patricia Harte Bratt, called the meeting of the Certified Psychoanalysts Advisory Committee to order at 9:50 a.m. Dr. Bratt announced that in accordance with the Open Public Meetings Act, adequate notice of this meeting was sent to the Secretary of State, The Star Ledger, The Trenton Times, The Bergen Record, The Courier Post and The Atlantic City Press. REVIEW OF MINUTES 1- Upon motion made by Dr. Jerome Rosenberg and seconded by Dr. Vicki Semel the Committee members voted to approve the Minutes from September 20, 2006 open public meeting, as corrected. At 10:00 a.m. the Committee moved to executive session to consider the executive session minutes of September 20, 2007. At 10:10 a.m. the Committee returned to open session. IV. INFORMATION GATHERING PROCESS The Committee continued the information gathering process in listening to invited guests . Conference Call with Dr. David Dalrymple, D. Min. LCPC, N.C.PsyA, Executive Director, Office of Accreditation American Board, for Accreditation in Psychoanalysis, Inc. Dr. Dalrymple responded to questions regarding the development of the standards that the American Board for Accreditation in Psychoanalysis, Inc. (ABAP) uses for accreditation of institutes. He explained that the original group that worked on accreditation consisted of representatives from a variety of schools of thought including: Jungian, Adlerian, Self-Psychology, Ecclectic, Existential, Freudian, Modern Freudian and Modern Psychoanalysis. The accreditation process begins with a self study by the candidate institute. The self study is presented to a committee on accreditation (COA). If approved, an on-site evaluation team is sent to the institute which addresses any questions the COA has about compliance, partial compliance or non-compliance with accreditation standards. A report is produced by the evaluation team and submitted to the COA within thirty days. A recommendation from the COA is then sent to the ABAP Board of Trustees. In response to a question concerning how a consensus was reached on a standard for the frequency of analysis, Dr. Dalrymple mentioned an article by Alan Stein indicating research that a frequency of once-a-week or three-times-a-week for personal analysis, control analysis or supervision showed no qualitative impact. He promised to send a copy of that study, if he can find it. Dr. Dalrymple emphasized that it is important to understand that there can be more than one accrediting agency in a professional field. ABAP is in the process of attaining recognition by the Department of Education. Part of the criteria for this recognition is conducting research on the validity of the standards of accreditation. At the present time, this is an on-going activity. Concerning questions regarding the requirement to possess a master’s degree, Dr. Dalrymple quoted the accreditation standard, "Students must possess a master’s degree from an accredited institution for matriculation." He indicated that he thought a student could start classes prior to having a master’s degree, but that would not be considered matriculating. A master’s degree need not be in a mental health field for matriculation. He stated that there was much discussion about this in the development of the standards, but that there was no consensus. Some feel that much of psychoanalytic training is unlearning what has been learned in other counseling programs. Dr. Dalrymple also promised to send an article concerning accreditation by Cy Coopersmith. V. EXECUTIVE DIRECTOR’S REPORT 1- Copy of the Division of Law Billing - Fiscal Year Budget Report for the first quarter of the year was accepted as informational. 2- Budget Report for Fiscal Year 2006 was accepted as informational. 3- Memo from the Director’s office Confirming the election of the Committee Officers was accepted as informational. 4. The Executive Director reported that he had contacted Dean K. Stein, Executive Director of the American Psychoanalytic Association who referred him to Dr. Myrna Weiss, Chair of the Committee on Institutes which is part of the Board on Professional Standards. However, Dr. Weiss has, so far, not responded. He also reported that had tried to contact Dr. M. Wineburgh of the National Membership Committee on Psychoanalysis in Clinical Social Work and asked for information regarding the Psychoanalytic Consortium and its affiliate, the Accreditation Council for Psychoanalytic Education (ACPE), but as yet, she had not responded. VI. LEGISLATIVE/ REGULATIONS New Jersey Register, Rule Proposals from the Law and Public Safety, Division of Consumer Affairs. Was accepted as informational. VII. MEETING DATES FOR 2007
