  Enforcement Bureau  
  This is the investigative arm of the Division on Civil Rights.  Investigators from the Enforcement Bureau meet with members of the public to discuss potential cases.  In addition to receiving complaints from members of the public, the Enforcement Bureau receives cases through work-sharing agreements with the U.S. Equal Employment Opportunity Commission and U.S. Department of Housing & Urban Development.  If those claims appear to implicate the LAD or New Jersey Family Leave Act, the investigators will assist in the preparation of a formal complaint.  That process is referred to as the “intake” phase.  Once DCR receives a party’s response to the complaint, the matter is assigned to a different investigator in the Enforcement Bureau who must examine the allegations and responses in a thorough, objective, and timely manner, and gather additional evidence to determine whether there is probable cause to believe that the LAD or Family Leave Act has been violated.  That process is referred to as the “investigation” phase.  Staff members of the Enforcement Bureau who are not involved in the intake or investigation phases may attempt to seek a fair and informal resolution of the matter through confidential discussions with the parties.  Those are the “mediation” and “conciliation” phases of the investigative process.  Investigators in the Enforcement Bureau report to the following managers:
