About the
Statewide Voter Registration System
In 2004, the State of New Jersey began to implement the Statewide Voter Registration System (SVRS), to help New Jersey's 21 counties meet the mandates set forth by the Help America Vote Act of 2002 (HAVA). HAVA requires that all states put in place by January 1, 2006 a centralized and interactive statewide voter registration list that will be defined, maintained and administered at the State level. After a formal procurement process, New Jersey awarded the Voter Registration Contract to Covansys Corporation (
www.covansys.com
), a global consulting and technology services company that is collaborating with PCC Technology Group (
www.electionet.biz
) and Aradyme Corporation (
www.aradyme.com
), to provide the best overall HAVA solution.
Currently, voter registration information in New Jersey is maintained at the County level. The State and Covansys are working with Superintendents of Elections, Boards of Elections, County Clerks, Municipal Clerks and other agencies that share data to complete implementation of SVRS.
Since mid-November 2005, the statewide system has been operational for 3 Pilot counties. The existing voter data for Essex, Mercer and Ocean has been converted to the new system. Those counties continue to be monitored closely, and necessary adjustments are being made accordingly. The vendor is currently completing the additional functionality required by the State, and then the application will be rolled out to the remainder of the counties in early 2006.
