To work in a New Jersey casino/hotel, you may be required to obtain a casino key employee license, casino employee license or a casino service employee registration. To determine whether you need a license, contact the casino to which you are applying and inquire about the requirements for the position. To obtain a license, you must file an application with the Casino Control Commission (CCC) and undergo an investigation by the DGE to establish your good character, honesty and integrity. Investigations are conducted by state investigators and attorneys assigned to the Employee Licensing Bureau and report on each applicant to the Casino Control Commission.
Records and Identification Bureau As part of the application process, all applicants must undergo an investigation by the Division of Gaming Enforcement. Before the investigation can begin, all applicants must go to the Division's Identification (ID) Unit, which is located at Tennessee Ave and Boardwalk in Atlantic City, to be fingerprinted and photographed. Once the applicant has been through the ID Unit, his or her application is forwarded to the Records and Identification Bureau in Trenton where appropriate record checks are conducted. Once the record checks are complete, the application is forwarded to the Employee Licensing Bureau for completion of the investigation.
The Casino Entity Licensing Bureau assures that each applicant for, and holder of, a casino license and every affiliated company, officer, director, principal employee, financial backer and investor meets the standards of financial responsibility, honesty, integrity and good character as mandated by the Casino Control Act. The Bureau accomplishes this mission by investigating and monitoring business transactions of the applicant or licensee and related companies; conducting investigations of each officer, director, principal employee, financial backer or significant investor and examining the background of the casino company and its affiliated entities. The Bureau's legal unit reports to the Casino Control Commission initially on a casino applicant regarding the results of its investigation and as mandated, thereafter, in conjunction with each casino licensee's renewal. In addition, the legal unit reports to and litigates before the Commission violations of the Act or regulations whenever necessary. Within Casino Entity Licensing is the DGE's Office of Financial Investigations (OFI). It is the function of OFI to monitor and assess the financial stability and integrity of all Atlantic City casino licensees, license applicants and their respective holding companies. On behalf of the Division, OFI responds to petitions filed with the Casino Control Commission that relate to incentive plans, equity and debt offerings, options and credit and override agreements, up-streaming of cash, corporate spin-offs and casino expansions.
The Service Industry Licensing Bureau assures the integrity of those persons and enterprises that provide goods or services to, or for the benefit of, the casino/hotel industry. Through its legal and investigative staffs, Service Industry Licensing reviews each person or enterprise that provides goods or services or applies for licensure as a casino service industry (CSI) for compliance with the standards of honesty, good character and integrity required by the Casino Control Act. Service industries are of two types: gaming-related and nongaming-related. Gaming related service industries supply those goods and services directly related to the operation of the casino such as gaming equipment, simulcast wagering equipment, or slot machine distributors. Nongaming-related service industries are those entities that supply other goods or services related to the operation of the hotels and casinos, but which do not impact game play, such as construction companies, limousine services or food purveyors. A rather unique service provider also investigated and reported on by Service Industry Licensing is the junket enterprise or the individual junket representative. These are the service providers that, in effect, bring gamblers to the casino.
