Submissions

Q: How will Entertainment and/or Photography events be handled?
A: These events do not need pre-approval from the Division. However, notice must be submitted to the Division, at the on-site Division office, at least five business days prior to the proposed event. Such notice shall include a description of the event, the dates, certifications from the surveillance director, security director if that department is affected, and the games department if there is any impact on table game operations. The certifications are an attestation that the event will be in compliance with the Act and Regulations.
New Game Submissions

Q: What is the procedure by which new games or variations on existing games that require new regulations will be approved?
A: New games, and variations on existing games, that require new regulations must be submitted as before - - that is, by Petition consistent with N.J.A.C. 19:47-8.4. The Petition and supporting documentation must be addressed to:

The new game, or variation of an existing game, cannot be put into use, either in a field test or otherwise, until the Division has promulgated regulations pertaining to such new game or variation of a game.
FAQs: Gaming Tournaments

Q: How will approval for Tournaments and Promotional events be handled?
A: Tournaments and Promotional events do not need pre-approval from the Division. However, notice must be submitted to the Division, at the on-site Division office, at least five business days prior to the proposed event. Such notice shall include a description of the event, the dates, certifications from the surveillance director, security director if that department is affected, and the games department if there are any changes to the table game operations, and, for gross revenue purposes, a certification from the casino controller or designee. The certifications are an attestation that the event will be in compliance with the Act and Regulations. The casino is still required to have and maintain the internal control procedures governing the event.

Q: Does the Division require a special form or language for the required certifications?
A: No. However, the following form may be used to consolidate, expedite and clarify when and what certifications are necessary:

Q: How will security incident reports, including damaged equipment and table discrepancy reports, be handled?
A: A Division representative will retrieve these documents, including the associated damaged cards, dice, etc. from the casino’s security department at least once weekly.

Q: With the exception of new games or new variations, how will the proposed use of new gaming equipment be handled?
A: Proposed use of new gaming equipment (other than gaming chips and those devices that need TSB testing) do not need pre-approval by the Division. Notice of the use of such must be provided to the Division’s on-site office at least two business days prior to use and shall include a description of the equipment and how it will be used. Accompanying the notices shall also be certifications from the surveillance director, security director if that department is affected, and the games department if there is any impact on table game operations. The certifications are an attestation that the equipment and its use will be in compliance with the Act and Regulations.

Q: Will the Division accept electronic filings for matters that do not require pre-approvals?
A: At this time, the Division requests that filings for TCO’s, Tournaments, Promotional Events, Photography and Entertainment events be made in hard copy. The Division is working on a means to accept and track electronic filings.
