Deputy Executive Director of Programs

Dr. Gloria R. Hancock joined the JJC in September, 2008 as Deputy Executive Director of Programs. From December, 2011 until September, 2012, she served as Acting Executive Director, while at the same time maintaining her duties as Deputy Executive Director of Programs.
As Deputy Executive Director of Programs, Dr. Hancock is responsible for the JJC’s Office of Local Programs and Services, 21 residential and day programs, educational services, as well as initiatives for those juveniles with mental health and substance abuse needs.
The JJC is the state agency responsible for providing juvenile rehabilitation and parole services. Established in 1995, the JJC serves to coordinate services and policies affecting delinquent youth throughout the State. From prevention to parole, the JJC is a partner in the entire juvenile justice system, working with communities to help redirect the lives of young people. The JJC operates secure facilities, residential community homes, and day programs throughout the state. It also oversees juvenile parole, educational instruction and ensures compliance with state regulations at the county operated detention centers.
Dr. Hancock has more than thirty years of public service experience. She began her career in state service in 1976 with the Department of Human Services, working at the Woodbridge Developmental Center. She also served as Director of Public Sector Initiatives with the Office of Policy and Planning. In 1999, she moved to the Department of Education, where she served in various roles including Assistant Commissioner, Division of Student Services, and Chief of Staff, Office of the Commissioner. In 2004, Dr. Hancock was recruited from state government to accept the position of Assistant Superintendent, Division of Student Services, for the Trenton Public School District before serving as Chief School Administrator of Camden’s Leap Academy in 2006.
Dr. Hancock attended Thomas Edison State College, where she earned her associate’s and baccalaureate degrees in human services; Rutgers University, where she received her master’s degree in public administration; and the University of Pennsylvania, where she attained her doctorate degree in educational and organizational leadership. She is a certified school administrator and a certified public manager.
In order to remain active in her fields of interest, Dr. Hancock is affiliated with several organizations, including the New Jersey Association for School Administrators, the Association for Supervision and Curriculum Development, Pi Alpha Alpha National Honors Society for Public Affairs and Administration, the American Society for Public Administration, the Certified Public Manager’s Society of New Jersey, the Thomas Edison State College Human Services Degree Advisory Council and the American Academy of Certified Public Managers.
Dr. Hancock is a frequent presenter on a variety of educational topics and has instructed at Mercer County Community College, Garden State Youth Correctional Facility, New Jersey Division of Public Welfare, and the Woodbridge Developmental School.
