Jersey Attorney General Peter C. Harvey,
in conjunction with Rutgers University
and the New Jersey Association of Election
Officials (NJAEO), is providing an unprecedented
county election officials training program.

The
Inaugural New Jersey County Election Officials
Training Program begins tomorrow, Friday,
January 7, 2005, at the Center for Government
Services at Rutgers University –
The State University of New Jersey, and
is designed to train county election officials,
including board of election members, superintendents
of elections, county clerks and related
personnel in the duties and responsibilities
of their office in an effort to comply
with the federal requirement for training
in the “Help America Vote Act of
2002” (HAVA).
“One
of the primary goals of HAVA is to maintain
the integrity of the electoral process,”
said Attorney General Harvey. “Informed
election officials are a critical component
to fair elections which is why this training
is essential. The New Jersey County Elections
Officials Training Program also allows
New Jersey to meet a mandate of the HAVA
requirements.”
The
first training course is entitled “Basic
County Elections Administration”
and deals primarily with the election
responsibilities that are faced by every
county at every election. The session
will focus on voter registration, write-in
candidates, legal notices, absentee and
paper ballots, polling places, challengers,
training of board workers, Election Day
procedures, electoral integrity and the
Open Public Records Act (OPRA). Funding
for this course will be provided by the
Office of the Attorney General using federal
funding under the HAVA.
The
Basic County Elections Administration
course is a four-day course that will
be offered three times in three different
locations; New Brunswick, Hammonton and
Newark. Course instructors are Donna Kelly,
Senior Deputy Attorney General, New Jersey
Department of Law and Public Safety; Joanne
S. Armbruster, Superintendent of Elections
for Atlantic County and President of the
NJAEO; Robert Giles, Executive Supervisor,
Ocean County Board of Elections; Maria
Havasy, Commissioner of the Passaic County
Board of Elections and Ernest C. Reock,
Jr. Professor Emeritus of Rutgers University.
Additional training sessions, entitled
Voting Devices and Advanced County Elections
Administration will be held in the fall
of this year. The Voting Devices course
will cover voting machines, storage, shipping,
maintenance, and security. The Advanced
County Elections Administration course
will cover investigations and report writing,
redistricting and mapping, recounts, finance
and billing, candidate filings and financial
disclosure.
