Division of Criminal Justice and Trenton Narcotics Task Force Target City-Wide Drug Operations and Traffickers
State Grand Jury Indictments Charge Four with Distribution & Possession

TRENTON — Attorney General Peter C. Harvey and Vaughn L. McKoy, Director, Division of Criminal Justice, announced that the Division of Criminal Justice and the Trenton Narcotics Task Force has combined resources to target illegal drug distribution and street-level narcotics trafficking operating throughout the City of Trenton by obtaining State Grand Jury indictments against four individuals on charges related to the distribution and possession of cocaine and other illegal drugs.

“These indictments send a loud and clear message that the Division of Criminal Justice and the Trenton Narcotics Task Force is tracking the activities of illegal drug operations, drug traffickers, and gang members in our Capitol city,” said Attorney General Harvey. “The full weight of New Jersey’s law enforcement community has been dispatched to combat illegal drug trafficking, including the resources of the Division of Criminal Justice, the Trenton Police Department, and federal, state, county, and local law enforcement agencies. New Jersey police and prosecutors will continue joint investigations and ‘round-the-clock’ efforts to investigate and prosecute drug traffickers and gangs operating in New Jersey.”

According to Criminal Justice Director McKoy, four separate State Grand Jury indictments charged four Trenton residents with distribution of a controlled dangerous substance, distribution of a controlled dangerous substance within 1,000 feet of school property, possession with intent to distribute a controlled dangerous substance, and/or possession of a controlled dangerous substance. The State Grand Jury indictments result from investigations conducted by State Investigators assigned to the Division of Criminal Justice, representatives of the Trenton Police Department, and Deputy Attorney’s General from the Division of Criminal Justice - Major Narcotics Bureau.

A State Grand Jury indictment charged Sean Hagins, a/k/a “Face,” 34, 230 Spring St., Trenton, Mercer County, with possession with intent to distribute a controlled dangerous substance, possession with intent to distribute a controlled dangerous substance within 1,000 feet of school property, and possession with intent to distribute a controlled dangerous substance within 500 feet of public property.

According to the indictment, State Investigators assigned to the Division of Criminal Justice developed information that Hagins was allegedly selling crack cocaine in the area of Jackson Street and South Broad Street in Trenton. The indictment charges that on Jan. 15, 2004, Hagins sold in excess of three grams of cocaine to undercover State Investigators. It is charged that the drug transaction took place within 1,000 feet of the Parker School Annex. At the time of Hagen’s arrest on Jan. 15, State Investigators confiscated $1,359. If convicted on all counts, Hagins faces up to 10 years in state prison and a fine of up to $150,000.

A second State Grand Jury indictment charged Raymond Brooks, 37, 198 Rosemont Ave., Trenton, Mercer County, with possession with intent to distribute a controlled dangerous substance, possession with intent to distribute a controlled dangerous substance within 1,000 feet of school property, and possession with intent to distribute a controlled dangerous substance within 500 feet of public property. The investigation by the Trenton Narcotics Task Force developed confidential information that Brooks was allegedly distributing cocaine and marijuana from his Rosemont Avenue residence. The indictment alleges that on April 7, 2005, State Investigators, after executing a search warrant at 198 Rosemont Ave., confiscated marijuana, narcotics paraphernalia, and $1,305 in cash. Brooks faces up to 10 years in state prison and a fine of up to $150,000 if convicted on all charges.

A nine-count State Grand Jury indictment charged Duren Michael Funderburg, 26, 164 Monmouth St., Trenton, Mercer County, with multiple counts of distribution of a controlled dangerous substance, distribution of a controlled dangerous substance within 1,000 feet of school property, distribution of a controlled dangerous substance within 500 feet of public property, possession with intent to distribute a controlled dangerous substance, possession with intent to distribute a controlled dangerous substance within 1,000 feet of school property, and possession with intent to distribute a controlled dangerous substance within 500 feet of public property. The indictment alleges that State Investigators from the Division of Criminal Justice developed information that Funderburg “controlled” the heroin trade in the Lamberton Street area of Trenton. Undercover State Investigators made two street-level purchases of heroin from Funderburg on June 26, 2003. The drug transactions took place within 1,000 feet of the Parker Elementary School and within 500 feet of the New Lamberton playground. At the time of Funderburg’s arrest, State Investigators confiscated a quantity of heroin and $3,778 in cash. If convicted, Funderburg faces up to 10 years in state prison and fines up to $150,000.

The fourth State Grand Jury indictment charged Johnny McCants, 23, 1213 Town Court, Lawrenceville, Mercer County, with possession with intent to distribute a controlled dangerous substance and possession of a controlled dangerous substance. The indictment charges that on Sept. 9, 2004, undercover State Investigators attempted to negotiate a purchase of cocaine from McCants. At the time of the Sept. 9 arrest, State Investigators confiscated a quantity of cocaine, drug paraphernalia and $1,648 in cash. McCants faces up to five years in state prison and a fine of up to $75,000 upon any conviction.

The State Grand Jury indictments were handed up to Mercer County Superior Court Judge Linda R. Feinberg on Oct. 12. The defendants will be ordered to appear in Mercer County Superior Court for arraignment and bail. The cases were presented to the State Grand Jury by Deputy Attorney General Frank M. Gennaro assigned to the Division of Criminal Justice - Major Narcotics Bureau. An indictment represents an accusation. The defendants are presumed innocent unless or until proven guilty in a court of law.
