Proposal
Description: The proposal is to
readopt N.J.A.C. 13:72, which pertains to
regulation of the casino simulcasting industry
and is scheduled to expire on September
9, 2008. The current rules contained within
N.J.A.C. 13:72 have been found by the Racing
Commission to be reasonable, necessary and
effective, and to have had an advantageous
effect on the regulation and conduct of
casino simulcasting, racetrack permit holders
and others associated with the sport of
horse racing.
Rules
proposed for readoption pertain to such
issues as the requirements and conditions
for placement of pari-mutuel wagers in a
casino simulcasting environment, location
of actual betting areas within casinos that
offer simulcasting, and the means by which
casino simulcast facilities must financially
reconcile with “sending tracks”
as well as the Racing Commission. The proposed
rules for readoption appear in the April
7, 2008 edition of the New Jersey Register.
