Description: The proposed rule, N.J.A.C.
13:71-23.16, would establish a testing
program for androgenic-anabolic steroids in
standardbred race horses. Androgenic-anabolic
steroids are substances that increase muscle
size and strength, and promote development
of other masculine characteristics. Anabolic
steroids have been shown to induce uncontrolled
behavior in horses such as biting, kicking
and aggressiveness toward other horses and
humans. It has also been reported that anabolic
steroids can result in stallion-like behavior
in some female horses. The proposed new rule
bans the administration of anabolic steroids
to thoroughbred race horses except for specified
levels of four permitted anabolic steroids
– boldenone, nandrolone, stanozolol
and testosterone. The presence of any of these
four substances in a horse’s blood plasma
is not a violation if the levels detected
fall at or below certain picogram levels per
milliliter.
