Racing Commission Proposes Re-adoption of Rules for
Voluntary Self-Exclusion of Problem Gamblers

Proposal Number: PRN 2009-305

Proposal Description: The Racing Commission proposes re-adoption of rules authorizing problem gamblers to voluntarily request that their names be placed on a list of self-excluded persons to be maintained by the Commission.Once placed on the list, a person is prohibited from wagering on horse races and appearing at permitted racetracks, as well as at licensed off-track betting facilities where legal wagering takes place. If a voluntarily self excluded person violates the rules, any winnings due that individual are subject to forfeiture. The rule requires that a voluntarily excluded individual be on the list for a minimum of one year. After that time, if the person wishes to be removed, he or she completes a form (which is available via the Racing Commission Web site) and submits the form to the Commission. The Commission’s current voluntary self-exclusion rules are scheduled to expire on April 16, 2010. The rules have benefited problem gamblers by preventing them from having access to wagering opportunities at New Jersey race tracks and at off-track betting outlets.
