Racing Commission Proposes to Amend Rules Pertaining to Self-Exclusion List for Problem Gamblers

Proposal Description: The New Jersey Racing Commission is proposing amendments to N.J.A.C. 13:74A-2.1 and N.J.A.C. 13:74A-5.1 to promote greater awareness concerning the self-exclusion list for problem gamblers maintained by the Commission. Once placed on the self-exclusion list, an individual is Prohibited from betting on horse races and appearing at Permitted racetracks and licensed off-track wagering facilities in New Jersey. The Racing Commission proposes that, to ensure that updated, accurate information is available to prospective self-exclusion list applicants, N.J.A.C. 13:74A-2.1 be amended to say that the application form may be obtained and submitted at the Racing Commission offices at 140 East Front Street in Trenton during regular business hours. In addition, the Racing Commission proposes an amendment to indicate that information related to other locations where the application form can be obtained and submitted will be available on the Racing Commission Web site at www.njrconline.com, where applications can be downloaded. The Racing Commission also proposes to amend N.J.A.C. 13:74A-5.1 to require permitted New Jersey racetracks and off-track wagering facilities to post information about the self-exclusion program at their wagering facilities and on their Web sites.

Under the proposed amendment to N.J.A.C. 13:74A-5.1, each Web site would be required to include a link to information on the Racing Commission Web site regarding self-exclusion. The proposed self-exclusion list amendments come in the wake of feedback from the gambling community that some problem gamblers may not be aware of, or know how to access, self-exclusion services, and that others have experienced difficulty obtaining or submitting self-exclusion list applications to the Racing Commission.
