Proposal
Description:
The New Jersey Racing Commission is proposing
amendments to N.J.A.C. 13:70-8.18 that would
update safety standards regarding jockey’s
helmets and safety vests. The existing standards
are outdated and need to be changed to provide
the enhanced protection offered by newer
safety equipment. The existing rule requires
that a safety vest weigh no more than two
pounds and be designed to provide shock-absorbing
protection to the upper body of at least
a rating of British Equestrian Trade Association
(BETA) 5. The rule was last amended in 1994
to include the BETA 5 standard, which offered
the highest protection at the time.
Since
then major improvements have been made to
safety vests, and the proposed amendment
will require use of vests by jockeys, exercise
riders, pony people and outriders that meet
newer standards. Likewise, the proposed
amendment sets forth specific safety helmet
standards that must be met by racing industry
participants.
