Proposal Description: The Division of Criminal Justice proposes to amend the Police Training Commission Rules, N.J.A.C. 13:1. The purpose of the Police Training Act, N.J.S.A. 52:17B-66 et seq., is to provide for the training of newly appointed police officers and corrections officers throughout the State of New Jersey. The Police Training Commission (PTC) is responsible for the administration and supervision of basic training courses mandated by the Act. The Division of Criminal Justice proposes to amend the existing rules to, among other things, establish additional criteria for the certification of schools and conform the rules for recertification with the rules for initial certification; establish new criteria for certification of instructors and codify reasons why instructor certification may be suspended or revoked; permit inspection of trainee records by PTC staff; and amend the rules concerning time periods for waivers of training and law enforcement agencies’ responsibilities to codify existing criteria used to consider requests for waiver of training.
