Proposal Description:
The Racing Commission has proposed new rules – as well as rule amendments and the repeal of certain existing rules – relative to claiming races within the sport of horse racing. In general, the Racing Commission proposes to change the subchapter on Claiming to reflect current industry practice, reduce the risk of death or serious injury to horses running in claiming races, to provide greater protection for claimants upon their entering of a claim, and to maintain the integrity of the sport. Among other things, the rule changes are designed to promote the health and welfare of horses who run in claiming races by incentivizing their owners to nurture a horse to full health before entering the horse in another race.
