Memex Announces Statewide “Intelligence-Led Policing”
Initiative in New Jersey


Intelligence Management System Expanded to Connect Every Law Enforcement and Criminal Justice Agency in New Jersey

VIENNA, VA … June 6, 2005 - Memex, Inc., the leading worldwide provider of intelligence management and analysis solutions, today announced that the New Jersey Department of Law and Public Safety, on behalf of New Jersey State Police (NJSP) and the Office of Counter-Terrorism, has purchased a statewide site license to support the expansion of its Statewide Intelligence Management System (SIMS).

The Memex intelligence system was originally deployed successfully within NJSP Intelligence Services Section - Organized Crime and Street Gangs Units in early 2001. After analysis of the events of September 11, coupled with the scope of organized, gang-related activity in New Jersey, officials decided there was a need to expand the system and consolidate law enforcement intelligence and enforcement resources in a proactive and target-specific manner.

Currently, the New Jersey Office of Counter-Terrorism administers, coordinates and leads New Jersey's counter-terrorism and preparedness efforts with the goals of identifying, deterring and detecting terrorist-related activities.

OCT's law enforcement partners include the New Jersey State Police, the twenty-one (21) County Prosecutors Offices, each with its assigned county counter-terrorism coordinator, as well as the State’s nearly five hundred municipal police departments. OCT also serves as the counter-terrorism liaison for state and local law enforcement to the Federal Bureau of Investigation, the Department of Homeland Security and other federal agencies.

The expansion of the Memex intelligence system will enable the Office of Counter-Terrorism and New Jersey State Police to connect the dots between local crimes that can serve as precursors of terrorist activity, such as money laundering and obtaining fraudulent identification. The system will also enable State Police to connect local gang activities such as the street sale of drugs to larger, organized criminal ventures.

The Statewide Intelligence Management System (SIMS), developed and supported through a cooperative effort by New Jersey State Police, the New Jersey Office of Counter-Terrorism, and Memex, represents the first operational intelligence system to be deployed throughout a U.S. state. Highly flexible, SIMS employs a comprehensive database to collect and share information on suspected involvement in all types of organized criminal activity. The system allows agencies to store their intelligence for their own use or for use by the entire law enforcement community, serving the varying needs of multiple users and methods of sharing intelligence. Training and access to the system is managed by the State Police and offered free to all qualified agencies.

As the sheer volume of information collected and disseminated threatens to overwhelm any local or county intelligence system, SIMS is uniquely positioned to serve as a statewide conduit for intelligence data, increasing the capabilities of New Jersey’s entire law enforcement community. SIMS has also become critically important to the New Jersey Office of Counter-Terrorism as an early warning system.
