  1. Where do I find Information about the Intergovernmental Transfer Program?
There is a complete section on the website about Intergovernmental Services. Go to the SERVICES dropdown menu and select INTERGOVERNMENTAL SERVICES.
 
  2. I am a permanent Civil Service employee in a small local jurisdiction. I would like to continue my Civil Service career, but there is no room for advancement here without changing my specialty. What can I do?
Consider CSC’s Intergovernmental Transfer Program. You may be able to find a vacancy in either a larger local jurisdiction or the State Government that you can move to without losing your Civil Service status. You will need your current employer’s permission to complete the transfer.

In addition to looking up vacancies on our web site, you can now post your resume in CSC.PROS, our Proactive Resume On-Line Service, where appointing authorities all over the State will be able to see it.

  3. What forms are required to post an Intergovernmental Transfer Program Job Vacancy to the Department of Personnel?
To post a job vacancy to the Intergovernmental Transfer Program you will need to submit a DPF-722 Appointing Authority Position Vacancy Request.
 
  4. I'm a Police Sergeant. I'd like to transfer to another jurisdiction to improve my chances for promotion. Can I do that? What forms do I need for an Intergovernmental Transfer?
There are four forms required for a complete Intergovernmental Transfer:
DPF-721 Intergovernmental Transfer Agreement
DPF-722 Appointing Authority Position Vacancy Request
DPF-742 Leaves, Separations and Transfer Form
DPF-743 New Hire and Intergovernmental Transfer Form

All forms can be downloaded and printed from our Form Section of our website which is located under the CSC banner at the top of the page.
 
  5. Where do I find information in Title 4A about the Intergovernmental Transfer Program?
Information about the Transfer Program is located in: Title 4A:4-7, Chapter 4 (Selection and Appointment), Subchapter 7 (Other Appointments or Employee Movements). Title 4A is located on the website under the MERIT SYSTEM BOARD, broken down by chapters and subchapters for an easier navigation.
 
  6. I would like to fill a position, but I would like to hire someone who already has permanent Civil Service status. How can I do that?
One way is to hire someone in your jurisdiction who already has permanent civil service status. Another way is to find someone in another jurisdiction through CSC’s Intergovernmental Transfer Program. The Program maintains information about permanent State and local employees who are looking beyond their own jurisdictions for job opportunities. You can review the resumes of many of these employees online through our new CSC•PROS (Proactive Resume On-Line Service).

  7. I have worked very hard to become a Police Officer, but now it appears that I'm going to be laid off. What can I do to continue my career in law enforcement?
Through the Intergovernmental Transfer Program, you can begin work with another Merit System jurisdiction without losing your permanent civil service status. You can do this up to 90 days after the effective date of the layoff.
 
  8. I'm a Police Sergeant. I'd like to transfer to another jurisdiction to improve my chances for promotion. Can I do that?
No. In the public safety field, the Intergovernmental Transfer Program is limited to entry-level Police Officers and Fire Fighters.
 
  9. I'm a State employee, and I'm looking for another job, but I'd like to stay in State or local government. Is there a place where I can showcase my skills without generating a lot of responses from other employers?
