GOVERNOR'S STUDY COMMISSION ON DISCRIMINATION
IN STATE EMPLOYMENT AND CONTRACTING
DISPARITY STUDY

Authority: Executive Order No. 112 (Whitman)

The purpose of the Disparity Study was to determine whether there is a disparity between the number of qualified minority and women-owned businesses ready, willing and able to perform a particular service and the number of contractors/vendors actually engaged to perform such service. To determine whether such contracting disparities exist, the State solicited proposals from qualified bidders to update the State’s original disparity study and findings, which are set forth in the Study on Discrimination in Public Works, Procurement and Construction Contracts, dated February 22, 1993. Based on the recommendations of the Disparity Study Commission, the State had awarded the study of construction contracts to Mason Tillman Associates, and the study of goods and services contract to MGT of America. The results of thier work can be found in the full reports which are listed below.
