Grant Program Description
The objectives of the New Jersey State Council on the Arts are to support a wide variety of programs and services in order to carry out, stimulate and encourage study and present performing and creative arts, foster public interest and support of the arts. Enlarge the State's performing and creative arts resources.
Grant Timelines and Award Dates
Awards are made in July for that fiscal year, with grant periods running from July 1 through June 30.
2006 Grantees
To be announced at Council Annual meeting in August, 2006.
Procedures
Categories of grants are as follows:
  1. General Operating Support (GOS)
  2. General Program Support (GPS)
  3. Arts Project Support (APS)
  4. Arts Education Special Initiatives (AESI)
  5. Projects Serving Artists (PSA)
  6. Arts in Community Grants (AIC)
  7. Local Arts Program Support (LAP)
  8. Local Arts Staffing Initiative (LASI)
  9. South Jersey Staffing Initiative (SNJSI)
  10. Folk Arts Apprenticeships
  11. Artists Fellowships

Grant Categories 1, 2, 4 & 7 are 3-year grants. Applications will not be accepted again until FY08 for LAP and FY09 for GOS, GPS and AESI. All others are accepted annually. All organizational grants (1-6) require a letter of intent filed usually in December. All application deadlines, with exception of fellowships, fall between February and March. Fellowships work on a calendar year, with applications accepted in July. Application is made for funds available in next fiscal year.

Evaluation: All grants are evaluated by independent panels of experts in the respective field of the applicants in sessions conducted in Trenton during April, May and June. Panels utilize published and standardized criteria of evaluation stressing excellence in all relevant areas.

Application Requirements: Organizational Applicants must provide the following:
  • Proof of IRS non-profit status and incorporation in NJ
  • Application form
  • Application narrative (5-12 pages answering all required questions)
  • Charts on income and expenses, governance and programming (both actual and projected)
  • Required support material (slides, reviews, plans, resumes, job descriptions, etc.; depends on category)
  • Most recently filed audit
  • Additional Support Material at the applicant’s discretion

Additional Requirements: All recipients of GOS, GPS and LAP grants must also provide proof of existence of agency long range plan and ADA Compliance Plan. All LAP applicants (County Arts Agencies that re-grant the majority of state funds) must also provide a detailed log of all prospective re-grantees as well as documentation of process by which re-grants are made e.g. guidelines, panels, contracts, etc.
Compliance Procedures and suggested Audit Procedures
All grantees must be current with NJ Corporate Recording and Charities.

Contracts and Reporting:
All awards are made under grant agreements.  Most categories require an interim report.  All categories require a final report.  Funds are distributed 75% upon contract completion, 25% upon receipt of satisfactory final report.  All grantees must file post grant audits.
