For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Will department consider changing the eligible firm criteria for B-1 from Level B to Level A as no bridge replacement work is anticipated under this solicitation?

Answer 1: No, because even though there is no bridge work anticipated under this representative project it is expected that other projects that will be assigned off of the final list will require bridge repair work.

Question 2: The Evaluation Criteria indicates that Chapter 51 Pay to Play Certification should be included. Is this certification required even though this is a Federal Project? Also, if required, is it required from subconsultants?

Answer 2: No, Chapter 51 is not required for this solicitation.

Question 3: Can you please provide a link to the correct version of the Iran Divestment Form?

Answer 3: The Disclosure of Investment Activities in Iran form is on Page 5 of the link below.

Question 4: Please clarify what Consultant Evaluation System Cycle rating will be used in this evaluation.

Answer 4: Cycle 23 will be used.

Question 5: Can an ESBE firm opt to compete for the non-ESBE Pool?

Answer 5: An ESBE can opt to compete for the Non-ESBE pool however if done so the firm will not be considered for the ESBE pool. ESBE’s cannot compete in both pools. The submission must clearly state that the ESBE is submitting for the Non-ESBE pool.

Question 6: Can a BSME with an MSCE and NJPE meet the requirement for Roadway Design Task Leader?

Answer 6: Yes.

Question 7: If this is a Limited Scope project, can you provide the CD Report. If it is not a Limited Scope project, can you provide the PE Report?

Answer 7: This representative project is being delivered through the Limited Scope process. In the Solicitation Document beginning on page 6 is a section titled “Scope of Work.” This information, which concludes on page 9, is taken directly from the draft CD report. However, the entire draft CD report is now posted.

Question 7: Has Concept Development for this project been completed and if so will the CD Report be made available?

Answer 7: CD is not yet complete. See above.

Question 8: We request that the Department reconsider the B-1, Level B requirement and revise to Level A since this is a Pavement Resurfacing solicitation. We understand that bridge deck work may be required, however the Department’s recent and previously advertised Bridge Deck/Superstructure Repair solicitations only require B-1, Level A qualification so it is unclear why this would be more stringent. Additionally, there are few qualified ESBE’s that meet this requirement with which to meet the 20% goal.

Answer 8: We will revise the qualification requirement to B-1 Level A.

Question 9: On page 6 of the RFP in the Scope of Work Section it states that “Further details on the activities completed to date can be found in the available CD report.” The report is currently not posted, can you please make it available for use during the proposal process?

Answer 9: This representative project is being delivered through the Limited Scope process. In the Solicitation Document beginning on page 6 is a section titled “Scope of Work.” This information, which concludes on page 9, is taken directly from the draft CD report. However, the entire draft CD report, including appendices, is now posted.

Question 10: On Page 6 of the Solicitation, reference is made to the Route 322, Route 50 to Leipzig Ave. Resurfacing project Concept Development (CD) Report. Similarly, on Page 2 of the Solicitation, reference is made to ‘instructions for downloading electronic display materials’. However, it seems that the instructions have not been provided. Please provide access to the aforementioned Concept Development Report.

Question 11: Will a B.S. in Architectural Engineering (with Structural Emphasis) and an M.S. in Civil Engineering (with Structural Emphasis) along with NJPE satisfy the qualifications for Bridge Design Team Leader?

Answer 11: Yes.

Question 12: Can an individual with an MS in Transportation Engineering and a BS in Transportation Engineering & Management, with over 30 years of Roadway Engineering experience qualify as the Roadway Design Team Leader?

Answer 12: Yes. This is acceptable with the cited qualifications.

Question 13: Can the Superpave I qualification for the Pavement Design Team Leader be removed? The requirements to sit for the training and take the test to become Level 1 certified are“At least one year of experience in hot-mix asphalt testing, plant inspection or plant operation.” Typically in engineering, a design engineer would not have this experience, unless they worked in an asphalt laboratory or at an asphalt plant for a year.

Answer 13: To clarify: the Superpave 1 qualification for the Pavement Design Team Leader requires the successful completion of the NJSAT Level 1 Training. Certification is not required.

Question 14: Can the organization chart and 2 extra graphics be produced 11x17 instead of 8 ½ x11?

Answer 14: Yes.

Question 15: Can the CD with as-built plans mentioned in Appendix “I” of the CD report be provided?

Answer 15: The Appendix I file has been posted.

Question 16: A “Project Scoping Pavement Design” Report dated January 2014 from Michael Baker, Jr., Inc. is referenced in the Limited Scope Concept Development Report from HNTB. Can a copy of the Project Scoping Pavement Design report be posted for review?

Answer 16: The Pavement Evaluation Report has been posted.


Question 17: We would like to request the previously completed traffic signal designs and timing directives from Bureau of Traffic Engineering mentioned in Section D. Traffic Signals that is to be incorporated into this project.

Answer 17: The Leipzig Avenue Traffic Signals file has been posted.


Question 18: Can you please provide the current Bridge Inspection Reports for Structure Nos. 0119-160 and 0119-161?

Answer 18: Not at this time. The wider release of Bridge Inspection reports is pending legal guidance.


Question 19: Can the same engineer be a Task Leader for two disciplines (Roadway and Utilities)?

Answer 19: Yes.

Question 20: Has the Categorical Exclusion Document been completed? If so, can NJDOT post the CED?

Answer 20: No.

Question 21: Can the Project Manager for TP-037 also serve as Task Leader (Roadway Task Leader)?

Answer 21: Yes.

Question 22: Can someone with a degree in geological engineering (BS, MS, PhD) and NJ Professional Engineer, practicing geotechnical/pavement/rock engineering/tunneling disciplines for over 30 years meet all the requirements of the qualifications for the pavement design task leader?

Answer 22: YES…The individual is encouraged to highlight the Pavement Design component of his/her experience.

Question 23: The TP#037 Project Description indicates that technical proposals are being solicited for final design and construction engineering services. Section 11 of the Evaluation Criteria, however, states that a detailed schedule for Preliminary Engineering and milestones for FD are required. Please clarify the requirements for the Critical Path Model described in Section 11.

Answer 23: The language should read: “A detailed schedule for the Final Design phase and milestones are required.” We are not soliciting for PE services in this posting.
