For Current Technical Proposals

Specify "TP # 047 question" in subject line. Email is now the preferred method of answering consultant's questions. It will expedite processing the request and posting the response. If your firm does not have access to email, you may fax your questions to 609-530-2212.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Is “Experience with NJDOT Surveying Manual and Standard Article 51” supposed to be a type of experience under Environmental Science?

Answer 1: No, please disregard that requirement.

Question 2: For the ITS Lead, will a B.S.C.E. with over 10 years experience of ITS and communication design and NJ PE License instead of the B.S.E.E.?

Answer 2: No, however, the department will consider a proven electrical engineering design (not just ITS & Communication design) experience of minimum 10 years with a NJPE license.

Question 3: For the Computer Systems & Networking Lead, it states Certified Systems Engineer. There is only one agency, INCOSE, that has this certification. Will you accept a certain number of years experience instead of this certification?

Answer 3: No.


Question 4: Some of our staff do not have access to their actual college diplomas. Do you need copies of their B.S. degrees?

Answer 4: Yes. No, copies of B.S. degrees are not required.


Question 5: Evaluation Criteria form, Part 4, Section 9, page 5, Computerized Traffic Signal Systems Design (CTSS) Leader, last item “Training or academic exposure to prepare detailed System Engineering Analysis for Signal Designs as per FHWA guidelines” : Would you consider adding the words “or in-depth knowledge and experience to prepare..”?

Answer 5: No.


Question 6: Part 4, Type of Experience for the Roadway Design Team Leader lists ‘Prepared Foundation & Boring Reports’ as a requirement. This is work typically done by a geotechnical engineer not a roadway designer. Would the Department please consider removing this requirement?

Answer 6: No.


Question 7: Part 4, Type of Experience for the Roadway Design Team Leader lists ‘Performed Turf Paver Design and Associated Environmental Impact Studies’ as a requirement. Preparation of Environmental Impact Studies are typically performed by the Environmental Science Team Leader and ‘Managed Environmental Technical Studies’ is already listed as a requirement. Would the Department please consider removing the ‘Environmental Studies’ portion of the requirement for the Roadway Design Team Leader?

Answer 7: Yes.


Question 8: Will the NJDOT allow two extra graphics to be submitted in Part 5, Project Approach along with the 13 page key issues and critical problems narrative?

Answer 8: No, any extra graphics shall be part of the thirteen pages.

Question 9: Under Part 4, Section 9, the ITS Design Team Leader ‘Qualifications’ indicates either a BSEE or 10 years of experience, yet under Section 10 the years of experience required for that position is only 5 years. Please clarify the requirements for this position. Are they BSEE and 5 years of experience or 10 years of ITS experience? If no BSEE, should the resume show a total of 120 months project experience?

Answer 9: See our answer to question # 2. The proposed candidate must be qualified first. Once qualified, he or she must have a minimum of five years of experience as noted under Part 4, Section 10 of the proposal.

Question 10: Can the project organization chart be submitted on 11x17” paper?

Answer 10: Yes.
