For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Question 1: Who are the incumbents for the current 3-year contract period?

Answer 1: Cardno-ATC; Environmental Connection/Skelly & Loy; L. Robert Kimball & Assoc.; ATC Associates Inc. These are the asbestos consultants over the past 5 years. Agreements overlap, so there are no strict “three year periods” when one particular consultant is in place.

Question 2: Who were the incumbents for the previous 3-year contract period?

Question 3: Please clarify the Certified Firm Utilization in the Solicitation. It says Technical Proposal has been designated SBE opportunity, but then it says that 0% of total contract value is for NJ Commerce Commission SBE. These terms seem to contradict

Answer 3: There is no SBE Goal for this project.

Question 4: The Scope of Work in the Solicitation lists 10 tasks that the Consultant shall perform. Are these 10 tasks the “primary tasks” referenced in Sections 9 and 10 of Part 4? If not, please define the “primary tasks”.

Answer 4: The Scope of Work lists the overall responsibilities and work required of the Consultant. The term ‘Primary Task’ in Sections 9 and 10 refer to each ‘AST Technician’ the Consultant will utilize in the field. Four (4) licensed AST Technicians are required, and experience and credentials should be listed for each of the four technicians in Sections 9 and 10.

Question 5: If question #4 is affirmative, can multiple personnel be proposed for the “primary tasks” who are not Team Leaders or Project Managers but through experience have demonstrated can perform the task? Or should only Project Managers/Team Leaders be listed in Sections 9 & 10??

Answer 5: Only Team Leaders/Key Staff (licensed AST Technicians) are to be listed in Sections 9 & 10, not Project Managers. The Project Manager is described in previous Sections.

Question 6: Section 9 of the Instructions indicate that “the Firm may not propose the same person for a Task Leader for more than one primary task unless otherwise noted due to project requirements”. If this follows, a firm would need to propose 10 people or one person per task identified in the Scope of Work. For project work flow it would seem that certain tasks can be combined depending on their role in the project: Inspector (task 1&4), Project Designer (tasks 2,3,5,7,9), AST (6,8,10). Please clarify what is meant by the initial statement.

Answer 6: This solicitation requires 1 project manager, and 4 AST technicians.

Question 7: Can more than one Project Manager be proposed for Section 5?

Answer 7: No.

Question 8: No reference is made to invoicing procedures. It is our recollection from other bids that NJDOT has some special invoicing procedures/requirements. Can those procedures/requirements be shared at this time?

Answer 8: Invoicing is not a Professional Services procedure and is not part of this submission. Please contact accounting.
