For Current Technical Proposals

Question 1: We are unable to download the Concept Development Report. We believe this is due to the size of the file. Can the CD Report be broken into smaller size files for downloading?

Answer 1: The CD Report has been divided into 3 seperate files for downloading.

Question 2: Would you please consider allowing 11” x 17” fold-outs for the schedule, the organizational chart, and the 2 extra pages (pictures, x-sections, etc.)?

Answer 2: I have no objection to the request to use 11”X17” size.

Question 3: I am in need of some clarification regarding the two below statements from the Evaluation Criteria form, SECTION 6 - Project Management Experience On Similar Projects, because the way I read them they appear to contradict one another.

INSTRUCTIONS: Enclose a highlighted resume describing project management experience in the following Project Management knowledge areas listing up to (3) projects for the proposed Project Manager. NOTE: At a minimum, (1) project(s) should be of a similar size and complexity as described below, but are not required to be projects that completed the entire delivery process.

Then immediately below the above opening statement it goes on to say:

1. Experience in NJDOT Project Delivery Process with the management of at least one transportation project with similar size and complexityfrom Preliminary Design/Engineering phase through the completion of Construction within last 15 years. Deputy Project Management experience (cannot) be applied.

Simply put, does the “at minimum (1) project of similar size and complexity” have to be completed through the entire project delivery process through construction? Or, can the requirement for “completed through the entire project delivery process through construction” be met with a NJDOT project that was not necessarily of similar size and complexity?

Answer 3: The NJDOT is looking for “Experience in NJDOT Project Delivery Process with the management of at least one (1) transportation project with similar size and complexity from Preliminary Design/Engineering phase through the completion of Construction within last 15 years.” Additionally, NJDOT is also looking for a total experience of up to three (3) projects. The experience in NJDOT Project Delivery Process with the management of at least one (1) transportation project with similar size and complexity from Preliminary Design/Engineering phase through the completion of Construction within last 15 years should be included in one of these three (3) projects.

Question 4: There does not seem to be a Public Outreach phase in the scope of work. Will this project require Public Outreach?

Answer 4: Preliminary Engineering Public Involvement Action Plan is provided in the Appendix “W” of the Concept Development report of this project.

Question 5: As I was putting our qualifications package together, our Director of Operations who is a NJPLS, brought to my attention that the “Map Filing Law” has been obsolete since 2012 and is now referred to as the New Title Recordation Law and formally called something along the lines of the Maps Recordation Act. How should we incorporate that change into our Part 4, project descriptions or should we just leave it as it is stated on the Solicitation?

Answer 5: Leave it as it is stated on the Solicitation.
