Question 1: Part 2, Section 2 notes a State Goal of 12.49% SBE however, page 3 of the Solicitation indicates a Federal Goal of 12.49% ESBE. Please clarify the Goal and percentage for this solicitation.

Answer 1: Part 2, Section 2 should say Federal Goal 12.49% ESBE.

 

Question 2: As part of our submittal for TP056, I am looking to get a more defined response for the services required under “Familiarity with High Elevation Laser Surveying”, listed under the Survey & ROW Engineering Task. We have experience providing both Aerial LiDAR and high definition laser scanning on numerous rockfall projects, but haven’t heard it called ”High Elevation Laser Surveying” before. We need to confirm that we are both referring to the same services.

Answer 2: The term “High Elevation Laser Surveying” refers to a firm’s ability to obtain topographical data along rock slope areas which can typically range in vertical elevation from 25 feet to 100+ feet. Aerial LiDAR and high definition laser scanning are both acceptable methods as well as any other current technologies which result in similar accuracy.

Question 3: Part 4, Section 10 states “up to 6 projects may be listed for each Team Leader to show appropriate experience as requested in Section 10 of the Evaluation Criteria Forms, however, Section 10 of the Evaluation Criteria Form states to list 5 projects. Please clarify the # of projects allowed for Team Leader/Key Staff.

Answer 3: Part 4, Section 10 should reflect that 5 projects may be listed for each Team Leader/Key Staff to show appropriate experience in the Evaluation Criteria Forms.

Question 4: Can someone with a degree in geological engineering (BS, MS, PhD)and NJ Professional Engineer, practicing geotechnical/pavement/rock engineering/tunneling disciplines for more than 30 years meet all the requirements of the qualifications for the Geotechnical Engineering Task Leader?


Answer 4: Yes

Question 5: Can the same qualified person serve as both the Geotechnical Engineering and Rock Slope Engineering Task Leaders?


Answer 5: No

Question 6: Would you please consider allowing 11” x 17” fold-outs for the schedule, the organizational chart, and the 2 extra pages (pictures, x-sections, etc.)?


Answer 6: All pages should be 8 ½ “ x 11”. The inside covers may be utilized for additional space.

Question 7: Can a project team meet the eligibility requirements of the TP by using a subconsultant to meet one of the discipline requirements or does the Prime need to meet both the H1 and G2 requirements?


Answer 7: The Prime must meet prequalification requirements for both disciplines.

Question 8: Can a firm submit a proposal as a prime and also be included as a sub-consultant to another firm?


Answer 8: Yes

Question 9: Can a BS/MS in Civil Engineering or Geotechnical Engineering with a PE be substituted for the Bachelor’s Degree in Geology?


Answer 9: No

Question 10: Can the same individual be a Task Leader for two disciplines (Geotechnical Engineering and Rockslope Engineering)?


Answer 10: No

Question 11: For the Rock Slope Engineering Team Leader, will the NJDOT accept a Master’s Degree in Geotechnical from NJIT and M.Eng in Rock Mechanics from McGill University in Montreal with 26 years of experience?


Answer 11: Yes

Question 12: For the Geotechnical Engineering and the Rock Slope Engineering key staff/team leader positions in addition to presenting five similar projects on the resumes, do we need to show additional projects to verify the requirement for a minimum of 8 years of similar experience?

Answer 12: Yes.
