TP-065


Question 1: Please confirm the 3 page limit for Part 5/Section 12 Key Issues. There are 10 key issues and for TP-047 there were 13 key issues and a 13 page limit.

Answer 1: The page limit should be 10 pages.

Question 2: Can you have a Project Manager and/or a Task Leader with a NJPE license pending if they applied for reciprocity/comity?

Answer 2: No. (The candidate must have a NJPE license by 7/28/2015.)

Question 3: Can one person be proposed for both the Project Manager and ITS TL position for the TP065 ITS Engineering Support Services submission?

Answer 3: Yes.

Question 4: Can you have a Project Manager and/or a Task Leader with a NJPE license pending if they applied for reciprocity/comity?

Answer 4: No. The candidate must have a NJPE license by 7/28/2015.

Question 5: The Part A Solicitation document, at the bottom of page 1, indicates that “both prime consultants cannot have same subconsultants.” Please clarify how a prime consultant would know what subconsultants another prime consultant has on their team. Does this statement apply to selection or is it intended for after selection, for contractual purposes only?

Answer 5: A revised solicitation has been posted on 7/13/15. The language has been updated.

Queston 6: The experience criteria for the Environmental Science Task Lead includes “Experience with NJDOT Surveying Manual and Standard Article 51.” This experience is typically identified for the Survey/ROW task lead. Was this an error? If not, it would be helpful to know why the Department requires the Env. Task Lead to have this experience. Please provide.

Answer 6: Yes, it is an error. “Experience with NJDOT Surveying Manual and Standard Article 51” is not required as a criteria for the Environmental Science Task Lead.

Question 7: Can the Traffic Engineering Team Leader and the Computerized Traffic Signal Systems Design (CTSS) Team Leader be the same individual?

Answer 7: Yes.

Question 8: On TP-047, the Traffic Engineering Team Leader did not require a NJ PE. Please confirm for TP-065 that this is a change, and a NJ PE is required for the Traffic Engineering Team Leader.

Answer 8: NJPE is required for the Traffic Engineering Team Leader.

Question 9: May we use an 11x17 sheet of paper for the organizational chart?

Answer 9: Yes.

Question 10: Please clarify the Cisco Certification requirement for the Computer Systems & Networking team leader. Is a Cisco Certified Network Associate acceptable? Is a certification in network engineering acceptable?

Answer 10: Cisco Certified Network Associate is acceptable for the requirement of Cisco Certified Network Engineer. Certification in network engineering is not acceptable for the requirement of Cisco Certified Network Engineer but is acceptable for the requirement of Certified Systems Engineer.

Question 11: Please clarify the Certified Systems Engineer requirement for the Computer Systems & Networking team leader. Are you requesting a Certified Systems Engineering Professional (CSEP)?

Answer 11: A CSEP, MCSE (Microsoft Certified Systems Engineer) and Certification in Network Engineering are acceptable criteria for the Certified Systems Engineer requirement.

Question 12: The Experience criteria for the Roadway Design Task Leader includes “Prepared Foundation & Boring Reports,” which is typically a Geotechnical Engineering Task Lead experience requirement. Was this an error?

Answer 12: No.
