For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

TP-069, 070, and 071


Question 1: Page 3 of TP’s 069, 070, & 071 indicates that the submission must include the Business Registration and Pay to Play.

Because this statement is included in the yellow highlighted section discussing BidExpress uploads, it appears that these two files will be separate uploads at the BidExpress site. However, the BidExpress site requested separate file uploads for the Business Registration and Iran Form, not the Pay to Play.

When we uploaded our package, we uploaded 4 separate files…our Business Registration, our Iran Form, our Team A proposal, and our Team B proposal. The Team A & B proposal files included all required forms, including Pay to Play.

Should we be uploading a separate file version of our Pay to Play, or is its inclusion in the main proposal files correct?


Answer 1: Eligible consultants interested in submitting for TP-069 and TP-070 may submit one (1) proposal for either or both solicitations and must indicate within their submission for which TP’s they are submitting. Submissions for TP-071 must be submitted separately from TP-069 and TP-070 because the solicitation is for State funded projects and requires Chapter 51 submission.

Question 2: We plan on submitting Technical Proposals for Solicitation 069 (Regular Bridges) and Solicitation 071 (Minor Bridges). Since the key issues vary slightly and the references for similar projects will be different, may we submit a separate Technical Proposal for each solicitation?

Answer 2: Although the differences are minor, we do not object to submitting separate proposals for the different solicitations. On the cover page, and in the proposal file name, label the two submissions VERY CLEARLY so there is no confusion as to what you are submitting. Also, remember to list different team codes if the personnel you propose are different for the two submissions.

Question 3: Will there be an updated Project Preference Matrix provided for submittal with this TP? (Version currently posted on website is dated 3/13/15).

Answer 3: It has been posted on the web.

Question 4: Can pending training courses be counted for points in the Evaluation Criteria if the course will be attended prior to the start of the project?

Answer 4: No. the solicitation clearly indicates that the courses must be taken by the time you submit your proposal.

Question 5: For Part 4, Section 10 Evaluation Criteria, should we specify amount of years (2) in the top row or simply mark off the appropriate types of experience with an X?

Answer 5: An “X” is sufficient.


Question 6: In group 15D6 there are two Movable bridges. Will these bridges require E/M inspection?

Answer 6: Although E/M inspections will be needed sometime during the life of the project for these two structures, the decision was made to accept I-1 qualified consultants for this project based on the overall makeup of the project. For this one project, we ask the Consultant to procure these services as a direct expense.

Question 7: What is considered the completion date for a bridge inspection project?

Answer 7: This is not a procurement related question, and will not be answered here.

Question 8: With regard to Section 7, is a CombIS project consisting of mostly minor bridges having typical bridge components (deck, superstructure and substructures) considered similar to an NBIS project?

Answer 8: The following is from the solicitation:

6. It is extremely important that the three similar projects listed for past performance of the proposed Project Manager in Section 7 of the Technical Proposal be clearly identified. The number of bridges inspected, year of work and client name along with the name of the firm that did the work (if not the present firm) should be provided. Also, indicate if your firm was the prime or sub-consultant (Indicate the name of the prime consultant if applicable). In addition, for NJDOT projects, include the Group #, NBIS #, Cycle # and Agreement #. Two-cycle projects are evaluated as two separate projects by cycle, so you are not to list a reference grouping both projects together. If this is done, we will provide the reference score for the first cycle project. The reference projects for the PM will now be scored based on their being similar to the projects being advertised in the current solicitation. Similar projects will be awarded 10 points. Projects which are not similar will not be awarded any points. Note: We will accept NBIS projects as equivalent when evaluating you for a Culvert (minor bridge) project.

Please note that, although we do accept NBIS experience as "equivalent" when evaluating you for a CombIS project, the opposite is not true. Experience on a Minor Bridge project is not considered to be equivalent when you are being considered for a NBIS project.
