For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-072


Question 1: The subject solicitation has an anticipated start date of January 15, 2016 for NICET Level III inspector and March 1, 2016 for NICET Level II inspector. We have following two questions:

A. Will NJDOT accept inspector with a 2014 expired CCTC and is scheduled for CCTC re-certification in October 2015 which is well before the start date of this project? Please note that CCTC training is only available once a year.

B. Part 4 of the technical proposal indicates both Bridge Inspector 1 & 2 shall have ACI-CCTC certification. Will NJDOT accept ACI Field Testing Technician certification in lieu of ACI-CCTC for the NICET Level II position?

Answer 1: A. No. To receive credit in Section 9 for a CCTC certification, a candidate must have a certificate that is currently valid.

B. No. To receive credit in Section 9, the candidates must have the requested certifications.

Question 2: Will NJDOT accept ACI Concrete Construction Special Inspector Certifications as an equivalent for ACI CCSI?

Answer 2: As per pg. 4 of the Instructions, an ACI CCSI is considered as an acceptable equivalent for the ACI CCTC.

ACI – CCTC – Certification by the American Concrete Institute (ACI) that the candidate has taken and successfully completed the Concrete Construction Technology Course or certification by ACI that the candidate has successfully completed the Concrete Construction Special Inspector course.

Question 3: Is it required to name an individual from a DBE/ESBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the DBE/ESBE firm as part of the team?

Answer 3: Because no other projects or staff are indicated as opportunities to meet the target DBE/ESBE goal, firms must show that they intend to meet the target DBE/ESBE goal with at least one of the noted positions.

Question 4: Do you want a Business Registration Certificate from just the prime firm at time of proposal submission, or from all firms (subconsultants) on a team?

Answer 4: Only the prime consultant must submit a Business Registration Certificate at the time of submission.

Question 5: Do you want the Certification of Non-Involvement in Prohibited Activities in Iran form from just the prime firm at time of proposal submission, or from all firms (subconsultants) on a team?

Answer 5: Only the prime consultant must submit a Certification of Non-Involvement in Prohibited Activites in Iran form at the time of submission.
