Question 1: For Part 4, Section 10 Experience in Primary Tasks, under Road Inspector (2), can Resident Engineer experience on previous NJDOT construction projects be substituted for Road CI experience, provided the experience is from similar size and complexity projects?
Answer 1: As noted in the Instructions, Resident Engineer experience will be considered as Construction Inspection Experience.
Question 2: Section 10 for the RE requests “one year of experience as a RE on a NJDOT project.” Can this be substituted with “one year of experience as a RE on a project for a major public transportation agency?” Our RE has worked extensively for other public transportation agencies such as the NYSDOT, MetroNorth and the New Jersey Turnpike Authority. This requirement will preclude firms without prior NJDOT experience from getting selected, thus getting the experience.
Answer 2: The one year of experience as a RE on a NJDOT project, must be experience on a NJDOT project and experience as a RE on a project for different public transportation agency will not be accepted for this specific criteria. Direct experience with NJDOT procedures, NJDOT construction standards and NJDOT organizational structure is considered a relevant criteria for the selection of a RE. Section 10 criteria are not mandatory requirements.
Question 3: Is it required to name an individual from an SBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the SBE firm as part of the team?
Answer 3: Because the solicitation notes that an additional inspector that is not one of the scored positions is anticipated, it is not required that any of the scored positions be from an SBE firm. It is sufficient to identify the intended SBE firm in Section 2.
