For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-108


Question 1: Please advise if all prequalification codes need to be satisfied by the prime consultant, or if one or more prequalification codes can be satisfied by a subconsultant.

Answer 1: All prequalification disciplines must be satisfied by the prime consultant using full time employees of the firm submitting.

Question 2: Typically, the qualifications and experience criteria for design projects are to be highlighted in a particular number of projects rather than number of years for the PM and task lead positions. Are we to show 6 years of experience for the task leads and 10 years of experience for the PM on a Level A (Simple) project rather than a particular number of projects?

Answer 2: Section 6, PROJECT MANAGEMENT EXAPERIENCE ON SIMILAR PROJECTS – INSTRUCTIONS paragraph is changed to “List below years of experience for the Proposed Project Manager for projects of similar size and complexity as described above to a maximum of 10 years. Enclose a highlighted resume describing experience.”


Question 3: The Evaluation Criteria forms show that there is a score of a max. 30 points for the PM references. However the Instructions document, Section 7 Reference Checks for the Project Manager states, “This section is no longer applicable for Design Projects.” Are we are required to provide references for the PM?

Answer 3: Section 7, REFERENCE CHECKS FOR THE PROJECT MANAGEMENT - MAX SCORE is changed to NR

Question 4: According to the Evaluation Criteria sheets, page 9, Section 11, a Critical Path Model is NR (Not Rated). However, the Instructions document indicates that we are to enclose one. Is a CPM Model required, and if so, how will it be scored and which project should be the subject project?

Answer 4: Section 11, CRITICAL PATH MODEL is Not Rated for this proposal. The CPM Model is NOT required.

Question 5: Bridge Design TL:

  • Experience in NJDEP Flood Hazard Control Act and Storm Water Management Regulations – Please confirm that this is experience required for the Bridge Design Task Lead as it typically is expertise of the Hydraulics and Hydrology (H&H) Task Leader (Note: the same experience is also listed under the H&H lead for this solicitation also).
  • Performed Scour Analysis and Flood Routing Calculations – Again, this is typically experience that is required for the H&H lead – and is on this solicitation as well. Is it necessary for the Bridge Design Task Lead to have this experience when our H&H task lead has expertise in this field?
  • Performed Bridge/Fender Design using HEC-18 and HEC-23 – HEC-18 and HEC-23 are programs used by an H&H engineer. Please consider removing the use of HEC-18 and 23 piece of this criteria.
  • Performed Bridge/Fender – Assuming this should say Bridge/Fender DESIGN – Please confirm.

Answer 5: The following changes have been made to the proposal under Section 10:

TYPE OF EXPERIENCE under PRIMARY TASK – Bridge Design is changed to the following:

  • Performed Bridge/Fender Design
  • Preformed Load Resistance Factor Design (LRFD) Methodology For Bridge Design
  • Performed Seismic Analysis and Design
  • Prepared Bridge Design Plans and Specifications Using AASHTO/NJDOT Design Manuals
  • Experience with NJDOT/AASHTO Bridge and Structure Design Manuals
  • Experience in NJDOT Capital Project Delivery Process

Question 6: Geotechnical Engineering

  • Performed Foundation, Retaining Wall, Sheet Pile, Noise Wall, Sign Structure Design – Please consider removing Sheet Pile, Noise Wall, Sign Structure Design experience as they would not be necessary for this project.
  • Performed Pavement Design and prepared Foundation Reports – Please consider removing Pavement Design

Answer 6: The following changes have been made to the proposal under Section 10:

TYPE OF EXPERIENCE under PRIMARY TASK – Geotechnical Engineering is changed to the following:

  • Performed Settlement, Stability Analysis
  • Performed Wave Equation, Drivability, Pile Dynamic Analysis
  • Experience With NJDOT/AASHTO Bridge and Structure Design Manual

Question 7: Hydraulics and Hydrology

  • Performed Bridge/Fender – Assuming this should say Bridge/Fender DESIGN; however, this would be experience that the bridge design task leader would have expertise in. Please consider removing.

Answer 7: The following changes have been made to the proposal under Section 10:

TYPE OF EXPERIENCE under PRIMARY TASK – Hydraulics and Hydrology is changed to the following:

  • Performed Bridge/Fender Design using HEC-18 and HEC-23
  • Performed Scour Analysis and Flood Routing Calculations
  • Experience in NJDEP Flood Hazard Control Act and Storm Water Management Regulations

Question 8: Can the Hydraulics and Hydrology Team Leader also serve as the Bridge Design Team Leader for this project?

Answer 8: The Hydraulics and Hydrology Team Leader may also serve as the Bridge Design Team Leader for this project.

Question 9: One of the project specific qualifications required for the Electrical Engineering Key Staff is experience with Lighting Design Software – Cala. However, this software was used many years ago and DOT changed the use of Cala Software to Visual Software. Therefore, can we substitute the Cala Software with the current Visual Software and still be able to receive full credit for it or would you like us to show older projects that used the Cala Software?

Answer 9: Visual Software may be substituted for Cala Software for this project.
